ZOA Summary
ZOA is a Dutch humanitarian organisation that supports vulnerable people affected by violent conflict and natural disasters in fragile states, helping them to lead dignified and resilient lives.
ZOA operates in over 14 countries in difficult locations, where our field staff directly provide assistance to the most vulnerable victims of displacement. Countries where ZOA is present include Burundi, Colombia, DR Congo, Ethiopia, Iraq, Liberia, Myanmar, Nigeria, Sudan, South Sudan, Syria, Uganda, Ukraine and Yemen.
In Colombia, ZOA’s head office is located in Riohacha, La Guajira. ZOA is implementing cash, food security, water, sanitation and hygiene projects in the departments of La Guajira, Atlántico, Antioquia, Arauca, Casanare, Cundinamarca, Nariño, Norte de Santander, Santander, Valle del Cauca.
Operations in Colombia began in 2019, focusing on food security and WASH interventions serving approximately 300,000 beneficiaries supported by institutional donors, UN donors, and ZOA’s private donor group.
Purpose of the position
The Field Team Leader leads the CASH project intervention in the region and is responsible for the successful implementation of cash transfer project activities for migrant populations. He/she is the main liaison between ZOA and the target communities.
Responsibilities and Functions
- Organize and plan project activities
- Leading participant selection and targeting processes
- Support card delivery and shopping assistance activities.
- Supervise suppliers.
- Manage field staff, project assistants and community volunteers
- Make frequent visits to other field offices and supervise activities
- Develop and maintain a solid understanding of the situation in each target community
- It must ensure that all (vulnerable) groups within communities are represented and heard.
- Proactively detect and resolve potential obstacles in project implementation.
- Liaison with key community stakeholders
- Monitor and report on the progress of activities in accordance with the ZOA monitoring and reporting system
- Provide technical input on the development and implementation of the ZOA program plan.
- Facilitate the functioning of the ZOA complaint response mechanism in accordance with the Basic Humanitarian Standards in the target community
- Preparation and support of purchase request processes.
- Coordinate and supervise administrative processes such as document management for the reconciliation of the transport agreement.
- Attendance at articulation spaces such as GIFMM, GTM, etc.
- Promotion and participation in accountability and reporting processes.
- Joint work with leaders from other ZOA Colombia offices.
- Emphasize the search for new suppliers and their supervision.
- It is the focal point of the office for the articulation and management with all areas of the project (finance, human resources, food)
- Support the processes of building internal materials that help strengthen teams (Instructions, Methodologies, etc.)
- Review, adjust, comment on and monitor the organization’s internal processes and tools, in accordance with the Project’s own activities.
- Ensure the care and safeguarding of office assets and report any situation that arises to your superior.
- Carry out and/or support budget control processes.
- Represent the Organization in institutional spaces (GIFMM – ELC – Multisector etc.).
- Carry out context analysis to provide a clear scenario for decision-making.

Skills and experience
Identity
- The candidate is expected to support ZOA’s identity, vision and mission.

Education
- Professional in social sciences, administration, engineering and/or related fields.
Knowledge / experience
- 3 years in the implementation of social projects and 1 year in project management are essential.
Technical Competencies

• Management of information collection programs such as Kobo Collect.

Special working conditions
You must be available to travel to remote field locations to support program staff as needed and willing to work outside of office hours, especially in emergency relief situations when requested to perform necessary duties, as well as work seven days a week, Monday through Friday, 8:00 am to 5:30 pm, two Saturdays per month on rotating shifts.
Salary indication
A contract is contemplated for a specific work or task initially for 3 months and can be extended for one more year, which has a salary based on the ZOA salary scale of $2,984,940. This salary may vary depending on the experience certified by the applicant.
