Background
- Participation of persons with disabilities (PWDs) in political and public life is a human right as well as an important factor that promotes social inclusive development. When PWDs and other marginalised groups participate in political and public life, their voice is heard and reflected in policy and decision-making processes.
- Despite the significant numbers of PWDs in Nigeria, research suggests that PWDs continue to experience systemic exclusion from mainstream governance and developmental processes.
- This exclusion has been particularly acute in the areas of political representation in elective and appointed positions, with limited efforts by political parties to provide a conducive environment for PWDs to engage in politics.
Purpose
- The Consultant is expected to develop a Political Inclusion Index tool to measure the inclusion of PWDs in the electioneering process.
- The index will also serve as a national tool for measuring compliance of election stakeholders in Nigeria to the Electoral Act and other extant regulations.
- The stakeholders include Independent National Electoral Commission (INEC), Political Parties, Media, and Security Institutions.
- The index will include key measurable indicators that will be developed by the Consultant to underscore the level of inclusion of persons with disabilities (PWDs) in their respective roles in the political and electioneering process.
- The index will be administered at the end of each election year and will serve as a national advocacy tool for engaging key stakeholders for a more inclusive political process and decision-making on social inclusion in Nigeria.
- The Political Inclusion Index will serve as a resource tool and a reference point for political parties and Nigerian election management bodies (EMBs).
Scope of Work
The consultant will be required to carry out the following tasks:
- Conduct a literature review: The consultant will research and review existing literature and data on political inclusion of PWDs, including laws, policies, and programs that are currently in place. The objective is to understand the current state of political inclusion for PWDs and identify gaps in knowledge.
- Identify data sources: The consultant will identify potential data sources for the tool, such as surveys, census data, and other relevant sources. He/she is expected to evaluate the reliability and validity of the data sources to ensure that the data collected is accurate and useful.
- Define the scope and indicators: He/she will define the scope of the political inclusion index and develop a set of indicators to measure it. The indicators should be relevant, specific, reliable, feasible and measurable.
- Develop the tool: The consultant will consult relevant stakeholders and develop the Political Inclusion Index that reflects contextual issues and drivers based on the scope of work highlighted above.
- Pilot test the tool: He/she will conduct a pilot test of the tool to ensure that it is effective and accurate. This may involve testing the tool on a small sample of key stakeholders and refining it based on feedback.
- Capacity Building: The consultant will provide technical support and conduct a training for TAF team on the use of the developed tool in collecting data and for reporting.
Estimated Level of Effort and Dates
- The estimated level of effort is 10 days, and the proposed timing of the assignment is on or about April 28, 2023, through May 20, 2023.
Requirements
Interested consultants must possess the following qualifications:
- A minimum of a Bachelor’s Degree in Monitoring and Evaluation, Statistics, Sociology, or in a relevant field.
- Demonstrable experience in data mining and analysis.
- Knowledge of disability rights and inclusive development.
- Familiarity with the electoral system in Nigeria.
- Good communication and report writing skills.
