Background of the program

The PARTNER Project is a 5-year USAID-funded project that seek to ensure that Nigerian communities, government, security, and civil society actors will collaborate to increase the effectiveness, local ownership, and sustainability of an inclusive Early Warning Early Response (EWER) system for improved violence prevention. The above will be achieved when key stakeholders work together to create and sustain conflict EWER systems to foster peace and tolerance in communities and mitigate banditry and criminality in areas currently affected or at risk of violent conflict. A diverse set of key stakeholders will be engaged in community-based effort to promote communication, dispute resolution, dialogue, and advocacy for peace and reconciliation.

Together with other consortium partners (WANEP, IPCR, KSPA and PPBA), Mercy Corps will lead the conduct of participatory rapid assessment exercise to identify conflict affecting the sites where PARTNER Project will be implemented, Mercy Corps will conduct a baseline data collection before program activities begin, a midterm evaluation and compare outcomes across communities to assess the impact of Early warning Early response, peace building and social cohesion, Again the PARTNER project will be conducting a Gender needs assessment to explore the context-specific dynamics of the implementation states, analyze the trends, develop tailored approaches by leveraging this evidence for impactful implementation, The gender assessment will also identify the underlying barriers to socially marginalized especially youth and women’s participation in the creation and sustainability of conflict EWER systems to foster peace and tolerance in communities

The project will be implemented in phases, starting with Plateau and Kaduna states, followed by Benue, Katsina, Kano and Kogi states, and subsequently Niger, Nasarawa and Zamfara states.

The PARTNER project is planning to collect data on inception phase assessment in Plateau and Kaduna State to have a benchmark and evidence to leverage on to make informed decisions that will be used for program implementation.

RATIONALE

Conducting constant research and analysis to better understand the dynamics created because of our interventions or other contextual environment shape our programming and learn from it to make evidence-base informed decisions and make course corrections is at the core of our programmatic approach to improve adaptive learning process. Mercy Corps Nigeria will continuously commission series of quantitative and qualitative data collection on program activities across multiple sectors (Peace building, EWER, Social Cohesion) which will range from.

Other Assessments

These will employ numerous techniques including structured survey questionnaires for individuals and businesses or institutional, Focus group discussions, Key informant interviews and any other methodologies that are relevant for the specific project scope.


OBJECTIVE OF THE ENUMERATORS ASSIGNEMENT

The field enumerators are primarily responsible for collecting qualitative/quantitative field data and data entry using mobile platforms (e.g., Ona or CommCare). They have direct contact with respondents and have a great bearing on the quality of data collected and ultimately on the quality of data output.

Note: Different criteria which range from skills, experience in research or any form of data collection, knowledge in certain technical areas, contextual understanding, and familiarity with local language of defined data collection area would be important steps in selection of enumerators for an assignment.

  • Location of assignment will be in the following LGAs of Plateau and Kaduna States.
  • Plateau State: Jos South LGA, Jos North LGA, and Mangu LGA
  • Kaduna State: Kaduna South LGA, Igabi LGA, Zango Kataf LGA and Sabon Gari LGA


Responsibilities

The field enumerators will:

  • Get familiar with data collection tools and study protocol
  • Attend assessment orientation and data collection training
  • Conduct data collection in selected PARTNER sites in Plateau and Kaduna states
  • Orient and guide the MC project team on likely sensitivities that could affect the usage of the survey tools within the target communities
  • Work collaboratively with PARTNER project and MC M&E team to ensure successful implementation of the study
  • Review filled data collection tools to ensure completion and quality of data
  • Provide guidance and clarifications at data analysis stage regarding collected data as needed   
  • Play a key role in the mobilization of community respondents for the survey.

Qualifications and Personal Attributes

  • Qualifications in the fields of the Social Sciences, Economics, Development Studies or Statistics.
  • A soundtrack record in developing and conducting research
  • Proven skills in the use of mobile device for data collection
  • Experience in conducting quantitative and qualitative research in Nigeria
  • Experience working in the selected communities and a good understanding of the local dialects is preferred.
  • Experience in data collection and analysis using participatory methodology.
  • Possess a degree of flexibility to work and availability to respond to comments and questions in a timely and appropriate manner.
  • Eligible applicant must be from the local government of assignment or at least must be resident in the state indicated for the assignment
  • Strong command over English and Hausa, especially ability to write high quality, clear and concise reports.
  • Previous experience working with Mercy Corps is an added avantage

NB: Enumerators will be hired on a 1 year contract basis; however, they only be paid based on days worked, meaning that enumerators are only paid when they are engaged by the PARTNER Activity team within the period of the contract

Contract Duration
