WHAT WE DO …
The HULO Cooperative is a Humanitarian Logistics Cooperative created in June 2021 by 9 humanitarian organizations: ACTED, Action contre la Faim ( ACF ), the French Red Cross ( CRF ), Handicap International / Humanity and Inclusion ( HI ), Médecins du Monde ( MDM ), Oxfam Intermón, Plan International, Première Urgence International ( PUI ), and Solidarités International ( SI ). Currently, it has 14.
Its goal is increase the impact of humanitarian aidby strengthening the links and solidarity between the actors of humanitarian logistics and by improving performance through the pooling of logistics resources and expertise and supply chain. The « pooled initiatives » in hulo, are already underway in three French-speaking African countries ( Burkina Faso, Central Africa and DRC ), in Iraq in Lebanon and Colombia. Field activities consist of mutual purchases, shared human resources, a web platform for pooling resources, and shared environmental initiatives. These initiatives save time and money, improve the quality of the goods and services provided, and therefore provide more effective assistance to those who need it most.
The’ Operations team is currently composed of’a dozen people at the headquarters including the Coordinator of Operations, then’a Regional Coordinator based in Dakar, 6 Country Coordinators and their assistants.
SOLIDARITY INTERNATIONAL (SI)is an association of’ international humanitarian aid which, for nearly 40 years, has been helping people who are victims of armed conflicts and natural disasters by meeting the vital needs, drinking, eating, sheltering. Particularly engaged in the fight against diseases related to unhealthy’, the leading cause of death in the world, SI implements through its interventions an expertise in the field of’access to drinking’water,’sanitation and the promotion of hygiene but also in that, essential, of, food security and means of’. Present in about twenty countries, the SI teams – 2000 people in total composed of’expatriates, national staffs, permanent staff at headquarters, some volunteers…intervene with professionalism and commitment in respect of cultures.
OFFER DESCRIPTION
General objective :
The mission of the’Adjoint Country Coordinator (H/F) of the hulo Cooperative is twofold :
- He/she will be responsible for implementing the shared initiatives in the country in close collaboration with the Country Coordinator.
- He/she will therefore have to, on an ongoing basis, animate, structure and guarantee the involvement of the organisations participating in each mutualised initiative.
In addition, he/she may be required/e to support the Country Coordinator in certain representative activities.
Main Challenges :
Responsibilities and main activities :
- Mission 1 : Implementation of mutualization initiatives (including the initiatives of’achats and’ calls for shared offers) with the organizations present in the country
- Propose an implementation plan for each pooling initiative including :
- Compilation of needs
- Planning for theoretical implementation
- Obtaining the’formal agreement of each participant
- Drafting of all the necessary documents at each stage of the shared initiative’ (calls for’offers or others)
- Management of reminders and monitoring of the’ progress of each initiative
- Updating of the indicators
- Organize, facilitate and document meetings with participants.
- Mission 2 : Reporting / Capitalization
- Ensure the good documentary quality of the mutualized initiatives carried out :
- Documentation of each stage of each shared initiative
- Drafting of the minutes of each meeting
In conjunction with the Country Coordinator and the Business Analysis and Reporting Department (BAR), ensure the collection and processing of data from member organizations of the Cooperative.
YOUR PROFILE
Training :
- Academic level BAC+ 3 minimum
- Humanitarian Specialization is a plus.
Technical experience and skills :
- Knowledge of’achats procedures of humanitarian organizations (e.g., management of’ calls for’achats, quality control, etc.) or justification of’at least one procurement management experience in a humanitarian context.
- Good understanding of the challenges of humanitarian supply chain management’. (Humanitarian Supply Chain Management) and pooling/pooling of services.
- Ability to initiate, develop and maintain good relationships with groups and individuals.
- Ability to travel, be resilient/e and tolerant/e to stress and to work in difficult conditions.
- Knowledge of humanitarian standards of accountability and good practice.
- Excellent command of Microsoft tools.

IF YOU WILL OFFER THE FOLLOWING CONDITIONS
An employee position : According to experience, from EUR 2475 gross per month (2250 basic salaries + 10% annual leave allowance paid monthly) and a Per Diem monthly of USD 800.
SI also covers accommodation and travel costs between the expatriate’s country of origin and the place of employment.
Breaks : During the mission, a system of alternation between work and leave is set up at the rate of 7 working days every three months (with USD 850 allocated by Solidarity International). In addition to these break periods, there is one additional day of rest per month worked.
Social and medical coverage : Expatriates receive insurance that reimburses all health costs (including medical and surgical expenses, dental and ophthalmological care, etc, repatriation) and a contingency system including war risks. Vaccination and antimalarial treatment costs are reimbursed.

The living conditions in Goma are very good with easy access to a wide range of restaurants, cafes…
Nevertheless, the level of security risks is at 3 with a very volatile context.
