General Position Summary
Mercy Corps (MC) seeks a consultant to support qualitative data analysis and triangulation from secondary data source including Indicator Performance Tracking Table for the reporting on a learning question to support Mercy Corps Evidence and Learning adaptations and documentation.
Overview
The Transitioning Households to Recovery from Vulnerability in Jere (THRIVE) project is a two-year emergency and recovery project funded by BHA/USAID. On the project, CRS with Mercy Corps (MC), Women in the New Nigeria (WINN), Salient Humanitarian Organization (SHO) and Justice Development Peace Committee (JDPC) will provide context-specific humanitarian assistance with the goal of initiating early recovery in targeted areas and will operationalize an area-based approach to advance participants from life-saving assistance to life-building support. The Life-Saving pillar is providing support in the Food Assistance, MPCA, Nutrition, WASH, Shelter and Settlements, and Protection Sectors. The Life-Sustaining Pillar is addressing the needs in Food Assistance, Nutrition, Shelter and Settlements, WASH, and Protection sectors. The Life-Building Pillar is strengthening the traction gained by focusing the efforts on the Agriculture and ERMS sectors. The Cross-cutting Pillar coordinates across all sectors through the HCIMA, HPSAA, and Shelter and Settlements sectors. Together, the sectors are aligned and coordinated to contribute to three main purposes as captured below:
- Purpose 1: Crisis-affected IDPs, returnees, and host communities in Jere LGA meet their immediate and continuous basic needs by the first quarter of 2024.
- Purpose 2: Crisis-affected IDPs, returnees, and host communities in Jere LGA live in safer and more resilient communities by the first quarter of 2024.
- Purpose 3: Humanitarian community in Borno State has access to nuanced, contextual research, relevant assessments, and analysis to guide implementation of effective and relevant programming.
Research Question
How does participation in the THRIVE Program influence the performance and outcomes of vendors, area-based committees, and participants compared to those not involved in the program?
Sub- questions
- How has THRIVE operationalized the graduation model to move vulnerable populations from lifesaving assistance to early recovery.
- What role has access to land, agricultural production, and cash for consumption smoothing played in this transition?

Job Functions:
The Consultancy will analyze and report findings from the key research question inquiry – To what extent has the THRIVE Program enabled vulnerable populations to transition out of aid dependency? Analysis will also answer the sub questions; How have THRIVE operationalized the graduation model in programming and What role has access to land, agricultural production, and cash for consumption smoothing played in this transition?
The raw data will be furnished to the consultant in XLS (Excel) format of achievement from the target versus achieved tables and the indicator performance tracking table for triangulation and the consultant will be expected to create descriptive statistics from the datasets in both tabular and graphical format and interpretation of the same as applicable Qualitative data will be provided in word-format. The consultant may use a variety of quantitative and qualitative analysis software packages to complete both the cleaning and analysis of the data.
Deliverables:
Be able to submit a report highlighting the following issues:
- Mercy Corps will share drafted tools for FGD and KIIs for alignment check on and Mercy Corps will engage a team of enumerators to collect data. Transcripts and relevant secondary data sources will also be shared
- Key learnings on what went well and improvements
- Descriptive statistics (in both tabular/tables and relevant graphical format), highlighting trends and interpreting the data of achievements.
- Content analysis – Analyze themes emerging from the Qualitative data.
- Present the analysis report in word document format.
- 2 pager learning brief
- Prepare a brief PowerPoint presentation with the highlighted findings aside from the word document.
- First deliverable – PowerPoint Presentation
The deliverables will be reviewed and approved by MC Program Performance and Quality Unit, including the Monitoring & Evaluation team.
