CONTEXT :
After closing in 2004, HI returned to CAR in 2015 through the activities of the logistics platform, but since then HI has deployed humanitarian interventions around 4 pillars : Logistics Humanitarian – Health – Inclusion – Reduction of Armed Violence, around’activities flagship :
– Facilitation of road, river and air transport but which closed between 08/2023 and 01/2024, and,
– The rehabilitation of roads, crossing structures and airways, and,
– Functional rehabilitation (kinesitherapy, orthopedics, equipment),
– Stimulation therapy at the’address of malnourished children and their parents, and,
individual and community psycho-social care,
inclusive humanitarian action, local development and inclusive governance and the strengthening of organizations of people with disabilities,
socio-economic integration of the most vulnerable households, in particular through the development of’AGR, and vocational training,
– L’education on risks related to explosive devices.
These activities are carried out on two bases and two sub-bases : Bangui (with a sub-base in Bocaranga) and Bambari (with a sub-base in Alindao).
YOUR MISSION :
Under the responsibility of the CESAN Geographical Director based in Lyon, you contribute within your country of attachment to the implementation of the mandate and the strategy to 10 years of’Humanity & Inclusion. You ensure the’ optimization of the quality and the’impact of the activities of the program, through’a delegation system with appropriate control mechanisms. You share with all the other HI managers the charge of’a healthy management and’a good functioning of the global organization.
You are the’ authority in last resort on the mission in the management of everyday life (within the respect of the framework & procedures defined by headquarters) and represent the’organisation in the country (responsible for the country strategy, responsible for the’internal organisation of the mission, supervision and support to the coordinators in capital, etc.). You are also responsible for the foresight with new donors and the partnership strategy of the program.
Mainly, you :
- Carry out and ensure strategic and programmatic implementation
- Are in charge of the management of the program, the’ impulse and the follow-up of the orientations of the different services
- Ensure smooth, clear human resource management based on the setting of’s and performance monitoring
- Ensure HI representation and internal/external communication
- Guarantee the implementation of’a safety management system on the program that allows to reduce the risks for the people and goods of the program by respecting the frameworks of the’organization
YOUR PROFILE :
You have :
- A Master (Bac+5) in the fields of humanitarian and/or development and/or project management with an international vocation, or other related and relevant field (international studies, law, law, etc, sciences po, or more technical studies related to the project, etc.)
- At least 5 years of experience in the management and/or coordination of humanitarian or development projects in an international NGO
- A good level of’anglais (especially for the management of partnerships)
- A good knowledge of the humanitarian environment and you master the tools of humanitarian project management and/or development (project cycle, etc..).
- D’excellent writing skills, ability to work under pressure, diplomacy skills
- Good managerial skills
- capacities of’anticipation, planning and’organization
- Relationship and negotiation skills
- You are at the’ with the exercise of the decision and are force of proposal and carrier of solution in all circumstances (serious, application in the work, professionalism)
SPECIFICITIES/PARTICULARITIES OF THE POSITION :
The general security context in CAR tends towards stabilization, but remains marked in places and on border areas by recurrent attacks by GANE. The development of opportunistic crime on certain axes remains an important point to follow with the’ team HAS.
Security constraints are significant at the level of the sub-bases of Alindao and Bocaranga (Couvre-feu at 22h-6h) but have stabilized in Bangui (couvre-feu at 01h-5h) and Bambari (coversfire 23h-5h).
In Bangui, several leisure areas (swimming pool, squash, tennis, gym, restaurants, bars, dancing, etc.), several supermarkets type « Mall » and rare cultural places (Alliance Fr), as well as’a access to internet and telecommunications. This last point however remains a frequent challenge outside Bangui, despite the deployment of VSat in offices.
The movements between our bases are done by vehicle with the possibility of UNHAS flight when the safety constraints impose it or for time/medical reasons.

- International contract of 24 months from ideally 15/06/2024
