Project Overview

ASPIRE project in Nigeria is a five-year (2021-2026) initiative supported by Global Affairs Canada that aims to improve the realization of Sexual and Reproductive Health and Rights (SRHR) for adolescent girls and women, including vulnerable populations, in Bauchi and Sokoto states. Aligned with Canada’s Feminist International Assistance Policy (FIAP) and Plan International’s Global Policy: Gender Equality and Inclusion (GE&I), ASPIRE is guided by a feminist, multi-sectoral approach to improving women’s and girls’ agency and leadership, informing and empowering adolescents and young people with the right information and economic leverage to demand adequate SRHR information and services and advocate for government duty bearers to establish strong policies and programs that respond to their demands. ASPIRE will pursue partnerships that bring together government, civil society, coalitions, networks, national partners and associations to promote an integrated approach to SRHR, especially for adolescents.

One of ASPIRE’s goals is to train teachers, school administrators, SBMCs on school/community-based, inclusive gender-transformative SRHR, pandemic control and school SGBV prevention/ response. To this end, Plan International Nigeria seeks to hire an experienced consultant to work with the ministry of Education (MoE) in Bauchi and Sokoto State in developing an SRHR & SGBV protection implementation strategy for schools as well as develop lesson notes from the existing standardized SRHR curriculum in both states with participants from the SMoH, SPHCDA, MoE, SUBEB, SAME, MoRA and SMoWASD, WROs, YLOs, and other CSOs.

Assignment Objective

In consultation with the Ministry of Education and Supported by Technical Leads(M&E, Health, SRHR, Gender Equality and Inclusion) to hold a two-day planning meeting, focused on assessing the main barriers/gaps in consultation with teachers and students and mapping the existing opportunities within the school system to guide the strategy for integrating SRHR awareness raising efforts. This will also include exploring effective ways for the students to provide safe feedback on its implementation and on effective responses to prevent SGBV and identify effective referral pathways. Safe procedures and confidentiality of inputs collected among students will be in place, as per Plan Intl’s policies. Following the planning meeting, the project will organize a two-day workshop for the development of the strategy and its validation with the MoE, SBMC members, delegates of the MoWA, WROs and YLO in Bauchi and Sokoto states.

In line with the strategy development, the Consultant will also work with the project team to review the standardized SRHR curriculum to primarily identify gaps in information related to principles of GAR&I SRHR knowledge and skills, including SGBV, MH, and referrals. Following the review, the Consultant will facilitate the development of lesson notes from the reviewed standardized SRHR curriculum in both states with participants from the SMoH, SPHCDA, MoE, SUBEB, SAME, FMoH, MoRA and SMoWASD, WROs, YLOs, and other CSOs for the teachers for effective implementation.

The staff of Plan International Nigeria and Plan International Canada will be the main users of the results of the assignment. In addition, key stakeholders in the project, such as government ministries/executing agencies, partner NGOs, local authorities and communities will use the result.

Specific Objectives include:

  • To develop SRHR & SGBV Protection implementation strategy for schools including updated referral pathways.
  • To develop lesson notes for teachers from the existing standardized SRHR curriculum.

Methodology

The assignment methodology will have the following;

Plan Nigeria will work with the consultant to hold a planning meeting towards the development of the SRHR & SGBV protection implementation strategy for schools. However, the consultant would be responsible for developing the strategy which should cover the four pillars of SGBV protection imp

  • PROTECTIVE ENVIRONMENT: ENSURING SCHOOLS ARE SAFE, INCLUSIVE AND SUPPORTIVE (Code of Conduct, Safeguarding Policies and processes)
  • PREVENTION: CURRICULUM, TEACHING AND LEARNING (Standardized SRHR curriculum & Teacher Training needs)
  • RESPONSES: IN AND AROUND SCHOOLS (easily-accessible, inclusive, child sensitive and confidential reporting Mechanisms, providing counselling and support, & referral to the Nigerian Police and healthcare services)
  • PARTNERSHIPS: COLLABORATING WITH AND ENGAGING KEY STAKEHOLDERS (Collaboration with Key ministries, CSOs, YLOs, WROs)

Plan Nigeria will also work with the consultant in reviewing the Standardized SRHR curriculum to primarily identify gaps in information related to principles of GAR&I SRHR knowledge and skills, including SGBV, MH, and referrals. The consultant will be required to work with Plan Canada and Plan Nigeria technical advisors to review, refine and finalize both the strategy and the lesson notes.

Supervision/Management of Assignment

The consultant will be required to work closely with the Plan International Nigeria Aspire Health and protection team and technical advisors. The consultant will however be directly accountable to the Plan International Nigeria Senior Health Coordinator. The consultant will keep the Senior Health Coordinator continually informed on the progress of the assignment through updates in-person or via email, calls and online conferences.
