Job Title: Consultant – Lead Consultant to Support the Federal Ministry of Health in Revising the NSHDP II Framework

Scope of Work
In line with international health planning standards, the revision of the NSHDP II Framework would adopt a multi-step approach to be led and/or supported by the lead consultant and these steps include the following:

  • A situation analysis that covers progress towards the nation’s demographic, health status, and health system performance goals; a revision of priorities, goals and objectives to reflect changes in the population’s health and its determinants; and a revision of broad activity areas, considering subnational factors at Zone, State, and LGA levels. This would include an appraisal of recommendations from NSHDP Annual and Mid-term reviews, and inter- and intra-sectoral strategies and plans analyses.
  • Setting up a Steering Committee (multi-sectoral and multi-disciplinary group of stakeholders, under the leadership of FMoH), a Core Team responsible for organization of NSHDP II revision, and a Technical Working Group that will actually carry out the revision of the plan. A Lead Consultant and two other National Consultants are to be hired to support the technical work involved in revising the plan.
  • Stakeholder consultations at various points of the revision processes
  • The Lead Consultant will also support the onboarding and supervision of Federal and States Consultants involved in the revision of the Federal and State strategic plans.
  • He/she is expected to also carry out other expert duties that may be assigned by the Technical Coordination Group.

Key assignments for the Lead Consultant include:

  • Submit a detailed proposal outlining the details of the methodology for the revision of the NSHDP II, including a multi-sectoral stakeholder mapping to be used for consultations;
  • Work with other consultants to conduct a situation analysis that includes the desk review of the following:
    • all NSHDP II review reports (2018/2019 JAR, MTR, 2021 JAR);
    • Nigeria SDG3 Evaluation report
    • key health policies updated after the launch of NSHDP II, e.g. NDP 2021-2025, AU Roadmap for Harnessing Demographic Dividend, NHIA Act 2022, National Health Research Policy and Priorities 2022, National HRH Strategic Plan 2021-2025, etc.;
    • GPW13 outcome and output/SDG3 indicators
    • COVID-19 and other recent health emergency intervention reports;
    • frecent health and demographic survey reports;all other relevant reports that provide data on the current health situation in Nigeria;
  • Work with other National Consultants to produce the zero draft of the Revised NSHDP II Framework (including the M&E plan) document based on the situation analysis.
  • Work with other National Consultants to facilitate the review of the zero draft of the Revised NSHDP II Framework (including the M&E Plan) document by the Technical Working Group (TWG), the resulting draft of which will be finalized by the Core Team or Technical Coordination Group (TCG);
  • Work in collaboration with FMOH and other National Consultants to engage stakeholders on the revision of the NSHDP II Framework (including the M&E Framework);
  • Work with other National Consultants to supervise the Federal/State Consultants’ technical support of the revision of F/SSHDPs (including the M&E Plans);
  • Work with other National Consultants to consolidate the F/SSHDPs into the final Revised NSHDP II.

Requirements
To qualify as an advocate for every child you will have:

  • An Advanced Degree / Fellowship in Public Health, Health Policy, or Health Systems Management

Knowledge / Expertise / Skills Required:

  • A minimum of 10 years of international experience working in the health sector in government or international non-governmental organizations with evidence of support in developing Health Sector Strategic Plans in the last 5 years.

Functional Skills and Knowledge

  • Evidence of expertise in health policy, strategy, and plan development, including policy analysis skills.
  • Evidence of health policy, strategy and plan development support at the national level in a number of countries.
  • Proven ability to lead multi-stakeholder initiatives and collaborations.
  • Excellent oral and written communication skills, including policy writing skills.
  • Scientific stature in peer-review publications and service to expert health professional organizations.
  • Must have an excellent knowledge of the Nigeria health system.
