1. Background
Terre des hommes (Tdh) is committed to strengthening the financial management capacity of staff and local partners to enhance accountability, compliance, transparency, and the effective stewardship of donor resources. As part of its institutional capacity development strategy, Tdh seeks a qualified consultant to deliver a comprehensive 5-day Finance DPro (Financial Management for Development Professionals) training.
Finance DPro is a globally recognized certification that equips development practitioners with practical tools and techniques to manage project finances in line with international standards and donor regulations.
2. Purpose of the Consultancy
The purpose of this consultancy is to design and deliver a robust, certification-aligned Finance DPro training to improve participants’ competencies in budgeting, financial planning, compliance, internal controls, financial reporting, and risk management.
3. Training Objectives
The consultant will ensure that participants:
- Understand the Finance DPro body of knowledge and its application in development projects.
- Strengthen competencies in project budgeting, cost classification, and financial forecasting.
- Improve skills in financial monitoring, variance analysis, and reporting.
- Understand donor compliance frameworks (SDC, ECHO, USAID, etc.).
- Apply internal control mechanisms and financial risk management strategies.
- Use tools that support fraud prevention, cost allocation, procurement oversight, and grant management.
4. Scope of Work
The consultant will:
- Conduct a brief pre-training assessment to understand participant skills and learning needs.
- Develop a detailed training agenda aligned with the Finance DPro Guide.
- Deliver 5 days of in‑person, practical, exercise-based training.
- Provide comprehensive training materials including templates, case studies, and toolkits.
- Administer mock assessments and exam preparation sessions.
- Submit a training report with recommendations for continued capacity strengthening.
5. Training Duration and Structure
The training will run for five (5) full days, scheduled for:
Dates: 16th – 20th March 2026 (Tentative)
Day-by-Day Structure
- Day 1: Introduction to Finance DPro, Financial Stewardship, Cost Classification
- Day 2: Budgeting, Forecasting, Donor Rules, Allowable Costs
- Day 3: Financial Monitoring, Variance Analysis, Documentation Standards
- Day 4: Internal Controls, Financial Risk Management, Fraud Prevention, Procurement Basics
- Day 5: Financial Reporting, Audit Preparation, Compliance, Exam Preparation
6. Deliverables
The consultant will provide:
- Pre-training assessment summary
- Detailed training agenda and methodology
- Training materials (slides, templates, case studies)
- Delivery of 5 full days of training
- Post-training evaluation analysis
- Final training report with recommendations
7. Required Documents and Consultant Qualifications
The consultant must have:
- Certificate of Incorporation (CAC Certificate): Proof of legal business registration in Nigeria (if applying as a company).
- Tax Identification Number (TIN): Proof of tax compliance (if applying as an Individual).
- Tax Clearance Certificate: Proof of tax compliance (if applying as a company).
- Valid Means of Identification: National Identity Card, Driver’s License, or International Passport.
- SCUML Registration Certificate: Evidence of registration under anti–money laundering and counter-terrorism financing regulations applicable to designated non-financial institutions (if applying as a company).
- Professional certification in Finance DPro (mandatory)
- Minimum 5–7 years’ experience in NGO financial management
- Demonstrated experience delivering Finance DPro or similar trainings
- Practical knowledge of donor regulations (SDC, ECHO, USAID, etc.)
- Strong facilitation and adult-learning training skills
8. Duration and Level of Effort
- Total consultant days: 5 training days + 2 days preparation/reporting
- Training dates: 16–20 March 2026 (Tentative)
- Location: Maiduguri
9. Logistics and Support Provided by Tdh
Tdh will provide:
- Training venue and logistics
- Participant mobilization
- Printing of materials
- Stationery, projector, and equipment
- Administrative and coordination support
