The Norwegian Refugee Council (NRC) is an independent, humanitarian, non-profit, non-governmental organisation. We provide assistance, protection and durable solutions to refugees and internally displaced persons worldwide. What is NRC? NRC promotes and protects the rights of refugees and people who have been displaced within their own country. We take action during situtations of armed conflict, and engage in other contextes where our competences will add value. The majority of our 5000 staff members are national employees in NRC’s projects in around 25 countries worldwide. All our projects are supervised by the NRC Head Office in Oslo. NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. Today NRC is organised as an independent, private foundation. We cooperate closely with the UN and other humanitarian organisations, around the world as well as in Norway. What does NRC do? Programme Activities: NRC’s main activity is the deliverance of humanitarian aid through programme activities in the field. NRC specialises in five programme areas, or core competences – Shelter, Food Security, Water, Sanitation and Hygiene (WASH), Education, and Information Counselling and Legal Aid (ICLA). The core competences are adaptive to different contexts and mutually reinforcing.

JOB DESCRIPTION

The Consortium Finance Coordinator is responsible to ensure that the financial setup of the consortium program is according to NRC standards and ensuring strong financial and grant management of the NRC consortium in coordination with consortium partners.

RESPONSIBILITIES

  • Adherence to NRC Policies, Guidance and Procedures
  • Prepare consortium donor budgets, amendments and forecasts ensuring donor compliance and quality control, working closely with the budget holders and Consortium Manager.
  • Prepare interim and final donor financial reports for the NRC Consortium Projects in  respective donor and internal NRC formats ensuring that costs are incurred in accordance with donor regulations
  • Ensure that donor submission deadlines of financial budgets and reports are planned well in advance, with a clear timeline of responsibilities by maintenance of all donor grants overview, donor requirements, rules and regulations and internal and external deadlines for consortium projects.
  • Focal point for conducting financial due diligence of potential Consortia/partners members in upcoming consortia
  • Ensure the technical aspect of finance is met in consortium within NRC and it is practiced based on NRC global consortium guidelines.
  • Collecting financial reports from other Consortia Members and consolidate, submit financial reporting package (Financial Report, Inventory List and Instalment Request) to Consortium Manager on time.
  •  Reviewing and providing feedback to other Consortia Members on financial reports.
  • Ensure that reports are in compliance with donor template and specific reporting requirements.
  • Ensure the financial monitoring of the consortia, control on spending vs forecast in order to ensure that the partners spending is based on donor’s rules and regulations.
  •  Lead in budget revision process to ensure that the budgets are revised and amended keeping the donor rules and regulations in mind.
  • Be the focal point for internal and external financial audits for consortium project specific audits, conducted at NRC country office, by ensuring that documentation for sampled transactions are available in advanceof the audits as required by auditing teams.
  • Prepare the consortium projects BVA reports and provide analysis to budget holders, Consortium Manager & Finance Manager
  • Supports the Finance Manager in providing financial technical expertise to the Consortium Management Unit in conducting partner capacity assessments, financial monitoring and partner financial capacity building
  • Ensure availability of documentation required to be kept by donors by maintaining high standard information management/filing systems.
  • In consultation with the Finance Manager, ensure that the Master budget is updated regularly on consortium related budget lines
  • Support in updating monthly, the Reconciliation of Deliverables template secured on the NRC Filling tree, for Consortium projects according to guidelines provided in the Securing Supporting Documentation Initiative (SSDI). This includes SSD compliance spot checks for consortium projects
  • Any other task requested by NRC management. 

Professional competencies 

  • Minimum Bachelor Degree in Accounting or similar field.
  • Minimum 2 years of experience from working as a Financial Coordinator or finance Manager in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Knowledge about own leadership skills/profile
  • Solid knowledge of computer software and modern accounting systems particularly Agresso/Unit4
  • Fluency in English, both written and verbal

Context/ Specific skills, knowledge, and experience: 

  • Knowledge of the North East Nigeria and/or Adamawa context
  • Knowledge of the working in a consortium with national and international partner organizations 
  • Experience working on BHA, ECHO, ECW, NMFA, NORAD,SIDA, FFO, GIZ grants
