Local Communities Development Initiative (LoC-Din) is a registered nonprofit, Non-Government and independent development cum humanitarian organization committed to saving lives, alleviating human suffering, improve living conditions, and bringing sustainable development to marginalized and at-risk communities in Nigeria.

Working under the supervision and guidance of the National Coordinator, the conflict Specialist will be based in Borno State.

The Conflict Specialist will work closely with all program staff in the field to implement the LOCDIN Conflict commitments, and improve program quality through enhanced data management systems and capacity building in the Improved Sub/national Response to Climate Change in Northeast Programme

The position will support in the development of terms of reference for the CRGs and also train the CRGs in conflict mitigation and negotiation strategies and providing technical support to field teams to ensure effective implementation of the project.

General Position Summary

The Conflict & Resilience Advisor will be responsible for the technical leadership and guidance on the integration of conflict-sensitive and resilience approaches across the LGAs of intervention. S/he will partner closely with technical advisors and program leadership to ensure conflict-sensitive and resilience-thinking supports design, implementation, monitoring and evaluation processes within and across interventions and supports greater impact.

In addition to strengthening technical approaches in conflict sensitivity and resilience, working closely with the Communications Manager, s/he will be responsible for guiding teams and capturing program successes, failures, and lessons learned, and facilitating adaptive management and reflective processes to ensure learning improves programming.

S/he will be the technical lead to ensure the integration of  conflict sensitivity activities across sectors and areas of intervention. The position will coordinate closely with LOCDIN team to ensure that systems are in place to track, analyze and report results.

She/he will Play an active role in identifying and developing new initiatives that foster and/or improve strategic objectives of the conflict and resilience programming.

Foster a culture of innovation and adaptive management across the diverse team members of the conflict and resilience program portfolio, ensuring coherence across outcomes and sectors and documenting and disseminating best practices.

Compile existing conflict analysis conducted under BoCCP and coordinate future analysis to inform conflict-sensitive programming and to develop the conflict-sensitive intervention strategy for the program.

Facilitate processes with team members that allow for integration of conflict-sensitive and resilience approaches to improve sector-based and cross-sectoral programming and get to impact.

Adapt and develop context and program-specific guidance, tools and trainings to advance the integration of conflict-sensitive and resilience-thinking and action into program systems.

Essential Job Responsibilities

Technical Leadership:

  • Work closely with project leadership, LOCDIN’s technical team to set capacity-building priorities to ensure integration of conflict-sensitive and resilience approaches into program design, implementation, monitoring, evaluation and learning.
  • Play an active role in identifying and developing new initiatives that foster and/or improve strategic objectives of the conflict, peace building and resilience programming.
  • Work closely with conflict-prone interventions such as livestock and natural resource management to ensure that the Conflict mitigation strategies are executed well.
  • Play an active role in identifying and developing new initiatives that foster and/or improve strategic objectives of the conflict and resilience in the RRA and other programs of Mercy Corps Nigeria.
  • Foster a culture of innovation and adaptive management across the diverse team members of the conflict and resilience program portfolio, ensuring coherence across outcomes and sectors and documenting and disseminating best practices.

  • Adapt and develop context and program-specific guidance, tools and trainings to advance the integration of conflict-sensitive and resilience-thinking and action into program systems.
  • Coordinate and deliver training workshops and sharing/design tools and resources that facilitate team capacity-building in conflict-sensitive and resilience.
  • Provide technical support and mentoring to technical and sector leads and team members in ensuring high quality, impactful implementation in conflict-sensitive and resilience, documentation of lessons and taking initiatives to scale.
  • Ensure quality implementation of conflict-sensitive and resilience intervention strategies using adaptive management approaches to inform and improve the program.
  • Work with LOCDIN team to embrace the use of conflict-sensitive and resilience monitoring systems, to track resilience outcomes and document lessons learned.
  • Work with teams to set and oversee the delivery of research and learning priorities in conflict-sensitive and resilience including measuring conflict-sensitive building outcomes and resilience at systems level.
  • Identify opportunities that can demonstrate evidence and deliver compelling messages on what works best for conflict sensitivity, resilience, and peace building.
  • Coordinate the development of high-quality learning products, program briefs and thought pieces articulating and sharing evidence and proxy indicators of success for building conflict-sensitive and resilience, both in their own individual rights and as a combined approach across both sectors.
  • In coordination with the MEL team, monitor the implementation of activities through regular field visits and assessments to ensure program quality and impact. Document approaches, successes and lessons learned.
  • Coordinate with the Comms and project officer to organize program review and reflection processes to capture learning its use in programming.
  • Ensure the implementation of the conflict and resilience interventions in highly varied sectors and components – for example establishment of an Early Warning & Response system and community- and system-level work to support off-farm employment – are conducted fully aligned with each and in furtherance of the program portfolio’s overall strategic aim
  • Develop the capacity of program teams, deepen understanding of their roles and assist with career development.
  • Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.

Security:

  • Work closely with the LOCDIN team security focal point to develop and maintain systems that promote the safety and security of all team members involved in activities coordinated by the Conflict & Resilience Advisor.
  • Ensure that program activities designed and implemented by the Conflict & Resilience Advisor include a clear analysis and understanding of security
  • Knowledge and Experience
  • A thorough understanding of resilience thinking, conflict-sensitive building, peace building and systems approaches to development, natural resource management is required. A good understanding of food security, youth, urbanization, market systems development, and environmental programs is preferred.
  • Demonstrated ability to design and facilitate processes to use research  to improve program learning and adaptive management.
  • Strong representation, networking, and facilitation skills. Proven ability to synthesize and communicate complex subjects/topics effectively to multi-stakeholder groups.
  • Effective verbal and written communication, multi-tasking, organizational, and prioritization skills.
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.
  • Ability to work both independently and collaboratively with a diverse, geographically spread team.

Success Factors

  • The successful Conflict & Resilience Advisor will be an intrepid relationship manager skilled at working across teams to achieve results. S/he will be conscientious, with an excellent sense of judgment and commitment to integrity.
  • S/he will demonstrate effective verbal and written communication, multi-tasking, organizational, and prioritization skills. Demonstrated attention to detail, ability to follow procedures, meet deadlines, and work independently and cooperatively with team members is required.
  • The successful Advisor will have a sincere interest to see big picture trends through various systems lenses and roll up his/her sleeves to put theory into practice in field work.
  • Finally, s/he will have the ability to train and facilitate dialogue among a diverse group of individuals with various skill sets and working styles through innovative capacity building and facilitative techniques.

Qualifications

  • MA/S or equivalent experience in Agriculture, Environmental Management, Peace & Conflict, Social Science, Governance or other relevant field required.
  • Minimum three years of relevant technical experience working in the fields of both conflict-sensitive and resilience.
  • A good command of both written and spoken English
  • Nationality of Nigeria.

Preferred:

  • Previous experience in similar roles in a humanitarian set-up
  • Good knowledge of the intervention area/s and local context.
  • Fluent in Kanuri and Hausa
