 Job Title: Compliance Consultant

Location: Abuja (FCT)

Purpose of the Assignment

  • The purpose of this assignment is to engage a consultant to support the Programmes Compliance Unit in examining and evaluating the adequacy, effectiveness, and efficiency of project systems and procedures across the Country Office portfolio and ITN campaign activities.
  • The consultant will provide assurance on compliance with Malaria Consortium and donor policies, assess operational effectiveness, support quality implementation, strengthen internal controls, and contribute to risk mitigation and cost-effectiveness.

Scope of Assignment

  • The Compliance Technical Consultant will support the Programmes Compliance Unit in reviewing project books, records, operational processes, campaign activities, and compliance systems across selected projects and states

Specific tasks for consultant
The consultant will:

  • Conduct compliance reviews of ITN campaign planning, preparation, implementation, and close-out activities to ensure adherence to Malaria Consortium guidelines, campaign protocols, donor requirements, and WHO recommendations.
  • Identify potential risk areas and control weaknesses and provide practical recommendations to strengthen systems and processes.
  • Carry out compliance spot checks during campaign implementation, closure, and post-campaign activities.
  • Conduct commodity audits and spot checks on campaign commodities, including insecticide-treated nets and other campaign materials before, during, and after distribution.
  • Review campaign-related procurements conducted at state level in accordance with approved Activity Spending Limits (ASLs) and procurement procedures.
  • Support the Programmes Compliance Unit to conduct routine and periodic compliance reviews across country office projects, highlighting areas requiring improvement.
  • Support management in strengthening compliance culture and accountability across project implementation.

Deliverables

  • Monthly Compliance Review Reports covering projects and activities reviewed.
  • ITN Campaign Compliance Review Reports.
  • ITN Commodity Audit Reports.
  • Risk Assessment and Internal Control Improvement Recommendations.
  • Spot Check Reports for campaign implementation and commodity management activities.
  • End-of-assignment report summarizing key findings, risks, lessons learned, and recommendations.

Qualifications and Experience
Essential:

  • Bachelor’s Degree or Higher National Diploma in accounting, Finance, Auditing, Business Administration, Programme Management, or a related field.
  • Professional qualification in Accounting, Auditing, Compliance, or Risk Management.
  • Minimum of five (5) years relevant professional experience, including at least three (3) years in internal audit, compliance, risk management, or assurance functions.
  • Demonstrated experience working with donor-funded programmes and grants.
  • Strong understanding of internal control frameworks, compliance monitoring, and risk management principles.
  • Knowledge of donor regulations and financial and technical reporting requirements.
  • Excellent analytical, report writing, and communication skills.

Desired:

  • ACA, ACCA, CIA, CISA, CRMA, or equivalent professional certification.
  • Experience supporting large-scale public health campaigns, particularly ITN, SMC, or other malaria programmes.
  • Experience conducting commodity audits, inventory verification, and supply chain compliance reviews.
  • Familiarity with Philanthropic Fund, Give Well, Global Fund, FCDO, and other major donor compliance requirements.
