Project Summary:

The Department of State/INL Jerusalem’s Security Sector Assistance Project (SSAP) seeks to strengthen the civilian rule-of-law in the West Bank by improving institutional capacity to provide and sustain basic police services and investigate criminal activity in accordance with universal standards of justice and human rights. In addition, government authorities and citizens will gain a better understanding of security and criminal threats and will act with mutual respect to address these threats. Overall program goals are expected to promote bodies and mechanisms which:

  • Are responsive to citizen concerns regarding crime, reporting terrorism and security.
  • Strengthen coordination among law enforcement entities and with the public prosecutors.
  • Are transparent in their approach and respect for fundamental values of human rights.
  • Deliver prompt and effective outcomes, in accordance with universal standards of justice and that recognize the rights of women, juveniles, indigents and other marginalized groups.
  • Improve public perception and respect for local law enforcement so police are seen as respectful and responsive community partners.

Position Summary:

The Community Center Coordinator will support the technical implementation of the SSAP project by assisting in developing and implementing plans that are complementary to efforts taken by international organizations and institutions, help the program manager develop fiscally responsible approaches, help develop a community outreach plan and assist in the process of developing a robust community outreach plan with an emphasis on conflict-resolution.

Responsibilities:

  • Assist in the implementation of a flexible, timely, and innovative approaches to support Palestinian civilian law enforcement efforts to improve the rule-of-law and security in the West Bank, in a manner that promotes accountability, transparency, human rights, and public respect.
  • Assist in the development of a community outreach plan for the Jericho PCP facility with an emphasis on conflict resolution.
  • Help identify community leaders and local stakeholders for orientation for community policing.
  • Assist in the development of a community outreach plan for the Bethlehem and Ramallah PCP facilities with an emphasis on conflict resolution.
  • Assist in the provision of a bi-weekly report to INL/COR and INL Policing Specialist on activities with the PCP.

Qualifications:

  • Minimum of 2 years college degree or equivalent.
  • Minimum of 3 years’ experience in Law Enforcement or Social Work. ·
  • Fluent in Arabic and English.
  • Experience with working in West Bank.
  • Background in Community Engagement or SGBV, Youth Advocacy, or Community building.
