Project Overview

  • The BHA (Bureau of Humanitarian Assistance) project, “Integrated Emergency Response to the Displaced Population in Zamfara, Sokoto, And Katsina States, Northwest Nigeria” depending on fund availability  will be carried out by a consortium led by the International Rescue Committee (IRC) in collaboration with the Alliance for International Medical Action (Alima), Cooperazione Internazionale (COOPI), and Life Helpers Initiative (LHI), aims to leverage each partner’s expertise to provide immediate humanitarian assistance to internally displaced people populations through area-based approach.
  • The Consortium partners will provide an integrated multisectoral intervention in Health, Nutrition, WASH, Protection, and Multi-purpose Cash Assistance (MPCA) activities in Zamfara, Katsina, and Sokoto states in collaboration with state governments, UN organizations and other key actors in Northwest Nigeria. The project will be implemented by a dedicated support, quality assurance, and coordination team, who will work closely with all partners through a management unit of well-structured consortium governance for the activity.

Job Overview / Summary

  • The Cash Assistant will be responsible for the direct field implementation of the cash transfer programming under the BHA Consortium project in Zamfara state,
  • He/she will support in conducting relevant assessments such as market assessments, baseline and endline assessment, beneficiary registration, beneficiary verification, and selection, cash disbursement monitoring, post distribution monitoring, community mobilization, stakeholders, collaboration activities etc.

Major Responsibilities

  • Conduct assessments to identify the most vulnerable households in need of assistance using a robust targeting methodology.
  • Conduct sensitization of local government structures, communities, and opinion leaders on the targeting criteria of the project
  • Actively participate in the identification of the beneficiaries for cash assistance as per criteria agreed with the project team.
  • Carry out the registration of targeted vulnerable HHs, ensuring their data is collected and stored appropriately, safely, and confidentially.
  • Ensure cash assistance is delivered to targeted households as per predetermined targeting criteria and in a safe manner.
  • Actively participate in relevant field assessments to understand the beneficiaries’ needs.
  • Develop methods to support communication with beneficiaries and community engagement in the targeted areas.
  • Coordinate activities with local authorities, community members, other implementing actors, and partners at the community level.
  • Compile and submit regular project reports and updates to the cash officer/ERD Manager and team members.
  • Assist to implement appropriate monitoring and evaluation systems including selected beneficiaries’ verifications, and client complaint handling mechanisms.
  • Carry out additional duties within the reasonableness of his/her level of skills and experience as may be required by his/her manager.

Qualifications
Education:

  • Bachelor’s Degree in Agriculture, Agro-Ecology, Natural Resource Management, Geography, Food Security and Livelihoods or Developmental Studies

Work Experience:

  • Minimum of 1 year of professional experience in providing and implementing Cash transfer programming, Food Security, Livelihoods, and developmental project as an Assistant or same level
  • Experience working with INGO/NGO in Northwest or Northeast Nigeria desirable.

Demonstrated Technical Skills:

  • Technical skills in cash, food security, and livelihoods programming
  • Experience in community and stakeholder relationship building and management. 
  • Experience in data collection, management, and reporting
  • Experience implementing Cash Voucher Assistance programming.

Languages:

  • Fluency in the English Language both written and spoken is required and the Hausa language is mandatory.

Computer/Other Tech Requirements:

  • Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint.
  • Knowledge of the use of major data collection tools (Kobocollect, Commcaare, RRcolect, ODK)
