Supervision of :- CM – Community coordination and participation Technical Assistant
Duty station:- Maiduguri    
Travel: – Daily to camps/sites
Project number:- NGFMxxxx (IOM/global CCCM cluster funding, pending approval)
Duration and type of contract:-  6 months (with the possibility of extension)

1.    Role and responsibilities
The purpose of the officer position is day to day implementation of the Camp Coordination and Camp Management Project.

Generic responsibilities (max 10)
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.
1.    Ensure adherence with NRC policies, tools, handbooks, and guidelines
2.    Support CM Coordinator with the implementation of community coordination, community governance, and participation activities, with a focus on improving Participation and Protection of Displaced Women and Girls in informal sites and out of camp urban contexts.
3.    Implement delegated CM project portfolio according to the plan of action
4.    Prepare and develop status reports as required by management
5.    Ensure proper filing of documents
6.    Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist
7.    Monitor the process of beneficiary selection and make sure of accountability and transparency.
8.    Promote and share ideas for technical improvement
9.    Suggest capacity-building measures for CM Maiduguri field team to CCCM Coordinator

Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus, and type of program intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
•    Support CM Coordinator with the development and piloting of community coordination and participation tools and activities, with a focus on improving Participation and Protection of Displaced Women and Girls in informal sites and out of camp urban contexts.
•    Ensure that procurement, development, and distribution of materials and equipment are timely and according to procedures.
•    Coordinate with relevant partners in Maiduguri, including supporting regular coordination mechanisms with service providers and community structures in sites.
•    Coordinate assistants and Community-based workers to conduct community sensitization, awareness, and mobilization activities to improve information sharing and encourage communities’ participation.
•    Lead the distribution process and ensure beneficiaries receive entitlements, including assistance to new arrivals.
•    Actively lead and participate in emergency and regular needs assessments including regular service monitoring exercises in sites.
•    Lead the identification of site and infrastructure improvement needs and supervise care and maintenance activities.
•    Ensure timely reports, such as assessment, distribution, camp-related reports.
•    Supervise, train, and develop Technical Assistants reporting to the Officer
•    Prepare periodic progress reports and other documents as required
•    Ensure and support M&E activities in your field location
•    Support the CM Project coordinator in the documentation and lessons learned to capture program performance
•    In coordination with the CM Project coordinator, represent NRC in coordination meetings with local authorities and NGOs in Maiduguri
•    Gap-fill as for CCCM Technical Assistant when needed

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
•    Strategy and project planning and implementation:  Program Coordinator
•    Programme support: Finance Officer, Administration Officer, Logistics Coordinator, and Officer, Area Manager

2.    Competencies  
Competencies are important in order for the employee and the organization to deliver the desired results. They are relevant for all staff and are divided into the following two categories:
1. Professional competencies
These are skills, knowledge, and experience that are important for effective performance.
Generic professional competencies:
•    Experience from working as a Project Officer in a humanitarian/recovery context
•    Previous experience from working in complex and volatile contexts
•    Documented results related to the position’s responsibilities
•    Excellent communication skills – written and spoken – in English required
•    Fluency in one or more of the national/regional languages (Hausa and Kanuri preferred)
•    Must be willing to work as a team member, take direction, and share technical skills with colleagues and counterparts
•    Computer literacy in word processing and spreadsheets is required
•    Familiarity with GPS, GIS, and Google Earth is strongly desirable
•    Must be able to work under pressure Context/ Specific skills, knowledge, and experience:
•    Must have experience in conducting assessments and writing clear assessment reports
•    Knowledge of the context in the North-East of Nigeria
