1.      Role and responsibilities

The purpose of the assistant position is to assist in the day to day implementation of the CC project. Use actions words such as conduct or assist for the position relevant responsibilities.

Generic responsibilities (max 10)

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.

  1. Adhere to NRC policies, tools, handbooks and guidelines
  2. Assist CM Officer and with the implementation of community coordination, community governance and participation activities, with a focus on improving Participation and Protection of Displaced Women and Girls in informal sites and out of camp urban contexts.
  3. Assist with the implementation of the support function portfolio according to plan of action
  4. Prepare and develop status reports as required by management
  5. Ensure proper filing of documents
  6. Promote and share ideas for improvement of the support function

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

·       Support CM Officer and Coordinator in the development and piloting of community coordination and participation tools and activities, with a focus on improving Participation and Protection of Displaced Women and Girls in informal sites and out of camp urban contexts.
·       Conducts daily site visits to ensure Community based workers are present through taking attendance, and making sure daily/set tasks are achieved
·       Provide the necessary work support tools to the community based workers (Stationary, templates, referral sheets, work schedules).
·       Ensures all Community based workers have the necessary tools and access to adequate training to use CCCM sector approved tools (Trained on ODK/Kobo, access to tablets, internet access at site and other CCCM sector specific tools).
·       Attends all intra-camp coordination meetings within the sites/camps under their jurisdiction
·       Collects, cleans, and stores all site related data from their community based workers (5ws, contact list, referral pathways, bio-data)
·       Gap fill as a community based workers in the absence of one.
·       Compiles weekly/monthly report from their community based workers to be shared with their officers for decision making
·       Reports gaps and needs to their line manager.
·       Identify site improvement needs and alert the CM Officer for any potential need of modification on construction designs or for any unpredictable soil constraints identified, support community based workers for conducting care and maintenance activities.
·       Assists community based workers in assessments, including service monitoring exercises and others tasks as needed.
·       Provide technical support and orientation to community based workers, train and develop their capacity.
·       Assists the community based workers to conduct community sensitization, awareness and mobilization to improve information sharing and encourage communities’ participation.
·       Assists the community based workers in establishing and training site/camp committees and support community structures.
·       Maintain good working relationships with local authorities, local communities, local committees and partners as well as with all stakeholders in NRC area of intervention
·       Ensure the participation of female site representatives
·       Ensure the identification and participation of any marginalized groups within a site (Elderly, LGBT, PWD,…)
·       Represent NRC in field coordination meeting when required.

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

·       Project planning: CM Officer, other Core Competency Assistants, Field Officer, M&E
·       Assessments: Local authorities, Field Officer, M&E
·       Area operations: Field officers
·       Staff capacity building:  PDM, Shelter Coordinator, CM Officer, HR Officer
·       Implementation: CM Officer, Field Officer

Scale and scope of position Staff:

Numbers and titles of staff directly managed by the post holder, and numbers of staff and daily workers/incentive staff responsible for overall in the unit:

The TA oversees Community Based Workers within a camp/site.

Stakeholders:

Key external stakeholders the post has relationships with (e.g. UN agencies, INGOs, local NGOs, civil society, governmental bodies):

Local Authorities (LGA Chairman, Bulama), SEMA/NEMA representatives, NGO’s Field project representatives, civil societies organizations.

The TA shall attend each intra-site coordination meeting within their area of intervention. The TA shall take the minutes and share a compiled or individual reports (as agreed upon) with their officer. Attendance of other meetings are at best discretion of their reporting officer. The TA with their officer should meet with local authorities when needed, attendance of local authorities should always be with their officer.

Budgets: List of budgets covered by potholder, and size of budget: NHF 2008, NHF 2019, OFDA 1912
The TA is not responsible for any budgets but will ensure that no waste of financial, human or other resources.

Information:
Brief description of the information resources the postholder is responsible for at CO level (e.g. GORS, Agresso, Webcruiter, Intranet): M&E Dash board, GORS, Agresso, NRC Intranet.

The TA is responsible to have knowledge of NRC’s workplace and NRC’s intranet for training related purposes. The TA may be informed of Agresso, Webcruiter, M&E Dash Board but should not have edit access and is not responsible for them.

2.      Competencies

  • University degree
  • Knowledge of the context in North Eastern Nigeria
  • Knowledge of the local language Kanuri, Hausa
  • Experience and or sound knowledge of the camps/sites in Maiduguri area
