Request for Proposal: Behaviour Change in Jigawa, Katsina, Sokoto and Yobe states – December 2021

  1. Objective**:**

The purpose of this initiative is to strengthen state, local government, and community level capacity for promoting and sustaining healthy hygiene and sanitation behaviours in support of NTD elimination and control programs with an emphasis on face-washing and functional use of latrines in support of trachoma elimination.

The Federal Ministry of Health (FMoH) has identified a suite of behaviour change interventions that can be delivered to promote healthy hygiene and sanitation practices amongst at risk populations in in support of trachoma elimination and other NTD control programs. These interventions will be implemented in eighteen (18) trachoma endemic local government areas (LGAs) across 4 states – Jigawa, Katsina, Sokoto, and Yobe state.

  1. Role of Implementing Partner(s):

Selected partners should have an in-depth understanding of and experience working within existing sectoral systems, structures, and delivery channels in each of the states and LGAs including understanding of community social structure. The implementing partners (IP) will be responsible for:

  1. Backstopping intervention delivery; and
  2. Strengthening capacity of Sightsavers staff to deliver social behavioural change interventions integrated with NTD service delivery and hygiene promotion activities on the following:
  3. Community Social Mobilization,
  4. Mass Media campaign
  5. School based Social Behaviour Change communication (SBCC) interventions
  6. Strengthening selected states and local government areas (LGA) level ministry and community capacity for intervention delivery.
  7. monitoring intervention delivery to inform possible adaptations to content and/or delivery channels.

  1. Recommended Suite of Behavioural Change and Communication (BCC) Interventions:

The following behaviour change interventions have been identified by the FMoH for mainstreaming in support of trachoma elimination and other NTD control and elimination programs. More detailed information regarding each intervention may be obtained from the detailed intervention guide in Attachment 1:

Interested organizations must select from this suite of FMoH-recommended behaviour change interventions. We are not considering alternative interventions currently; however, we might consider working with specific organisations on any adaptations.

This suite of interventions was designed to be incorporated – or mainstreamed within existing health education and/or health promotion platforms and focused on cross-sector stakeholder collaboration (i.e., ministries of education, health, water resources, environment, and other WASH actors) withing areas of implementation. As such, selected partners should have an in-depth understanding of and experience working within existing sectoral systems, structures, and delivery channels in each of the states and LGAs including understanding of community social structure.

Mainstreaming of any given FMoH-recommended behaviour change intervention means building LGA-level ministry and community capacity to deliver the intervention(s) for attaining ‘full coverage’ within each target LGA. The FMoH strongly recommends interested partners integrate selected interventions into partner’s as well as government’s existing programming in target states and LGAs.

  1. Preamble to Proposal Development: Populations most at risk for active trachoma infection (and re-infection) are children 1-9 years of age and their primary caregivers followed by primary school-age children. As can be seen from the table below, current trachoma infection prevalence (TF) varies across and within the 4 target states requiring support for F&E behaviour change interventions.

Subsequently, it is preferred that multiple behaviour change interventions promoting healthy hygiene and sanitation practices – specifically, in the case of trachoma, face-washing and functional use of latrines – be supported in any given district with TF ˃ 5% in children 1-9 years of age (the World Health Organization TF elimination threshold).

That said, we are not suggesting that all FMoH-recommended interventions need to be mainstreamed in all LGAs and/or states within the scope of this initiative. Furthermore, any single FMoH- recommended intervention may not necessarily be applicable to all LGAs in each state (that is, you may propose intervention set A for one LGA in the state and intervention set B for another LGA.

Thus, selection of FMoH-recommended intervention/s to be mainstreamed should respond to trachoma transmission dynamics and on-going efforts in health education, health promotion and WASH programming in the State.

Interested organizations may submit proposals for one or more states included within the scope of this initiative. Should you be interested in multiple states, please submit a separate proposal and projected budget requirements for each state.

Interested organizations must be willing and able to support mainstreaming of selected interventions in all selected LGAs throughout the target state. Proposals for partial coverage of a state will not be accepted.

  1. Proposal Guidelines: Interested organizations should structure their proposals as follows:
  2. Selection of Intervention(s): for each selected intervention, rationale for Selection, in terms of:
  3. Cultural and Contextual Appropriateness
  4. Degree of NTD Endemicity, especially Trachoma Prevalence (Attachment 3)
  5. Status of WASH Coverage (Attachment 3)
  6. Gender and Disability Equity
  7. Value for Money (cost efficiency and cost effectiveness)
  8. Proposed Approach and Timetable for Mainstreaming, in terms of:
  9. sector systems, structures, platforms, and delivery mechanisms to be utilized and/or strengthened
  10. State, LGA, wards and community social structures to be utilized and/or strengthened

iii. your organizational experience and expertise (availability of reports from previous undertaking will be of added advantage) to be drawn upon, including the possibility of incorporation within ongoing program delivery channels.

  1. Proposed Approach to Backstopping Intervention Delivery
  2. Proposed Monitoring and Learning Framework, in terms of:
  3. ensuring interventions are being delivered as designed.
  4. intervention delivery attaining ‘full coverage’ within all states.
  5. evidence that the intervention’s target population understands the interventions being delivered.
  6. evidence that the intervention is triggering the desired behaviour change; and
  7. how monitoring information will be used to inform possible adaptations to intervention design, content and/or delivery channels.
  8. Transition Plan – please briefly describe what aspects you will focus on and the process by which you will assess the capacity of the proposed sector system, structures, and platforms to sustain intervention delivery once external funding ends.
  9. Organizational Capabilities Statement – please briefly describe your organization’s in-country capabilities in terms of:
  10. operational presence in the region – program portfolio (focus area; scope; funding end date)
  11. technical, administrative and finance support to programs including staff strength.

Sightsavers reviews all proposals and projected budget requirements from a Value for Money perspective – that is, we look for optimal cost effectiveness that provides for consistent and maximum coverage with best quality services, outputs, and outcomes. As such, interested organizations must strike a balance between their selected interventions; proposed approach to mainstreaming, backstopping, monitoring, and learning, and transition; and the available envelope.
