We are recruiting to fill the position below:
Job Title: MEAL Officer
Location: Maiduguri, Borno
Employment Type: Contract
Overall purpose of the role
- The MEAL Officer is responsible for the development, implementation, and coordination of ARISE’s Monitoring, Evaluation, Accountability, and Learning systems across all projects and programs.
- The role aims to ensure data-driven decision-making, promote accountability to beneficiaries and donors, and facilitate learning and improvement within the organization.
- The Officer also provides MEAL capacity building for program staff. The MEAL Officer is expected to work in close collaboration with MEAL Team members and with program and staff.
Duties and Responsibilities
M&E Systems Design and Strategy:
- Review and design robust M&E frameworks, logical frameworks, and indicator reference sheets.
- Develop and revise data collection tools for efficiency and relevance.
- Guide the integration of M&E systems into program work plans and strategic plans.
Technical Oversight and Assessments:
- Lead and coordinate baseline, midline, and end line assessments.
- Oversee data quality assurance processes, including DQAs and validation activities.
- Review and update electronic personnel attendance, staff registers, and field monitoring tools.
Capacity Building and Technical Support:
- Facilitate capacity-building sessions for staff and partners on data collection, management, and analysis.
- Support partners in establishing and refining their internal M&E systems..
Data Analysis, Learning, and Use:
- Analyze program data and generate actionable insights for program improvement.
- Compile and produce analytical reports, including end-of-cycle, quarterly, and donor narrative reports.
- Maintain and update M&E dashboards, Management Information Systems (MIS), and performance frameworks.
- Develop case studies, success stories, and knowledge products for learning and dissemination.
Stakeholder Engagement and Representation:
- Participate in key stakeholder meetings such as EoC review sessions, SMC-ITN integration reviews, and surveys.
- Coordinate with sub-recipients, partners, and authorities on M&E-related deliverables.
- Represent ARISE in monitoring, evaluation, and learning forums as needed.
Qualification and Requirements
- A Bachelor’s Degree in Statistics, Information Technology, Computer Science or survey and Geoinformatics is preferred
- Strong analytical skills with proficiency in data analysis software (e.g., Excel, SPSS, or statistical software)
- Excellent communication and presentation skills
- Ability to carry out data analysis with Tableau, SPSS, ArcGIS is an added advantage
