About the Project
Data Aid is supporting a project through a Comprehensive Assessment of State-wide Traffic Management Systems with the aim of addressing the growing challenges of urban mobility, safety, and efficiency in major towns across the State. With rapid urbanization and increasing vehicular traffic, the existing transport infrastructure is under significant strain. This project seeks to evaluate the current traffic management systems, identify infrastructure gaps, and propose sustainable solutions to enhance traffic flow, reduce congestion, and improve public transport services. Key focus areas include the establishment of designated bus stops, terminals, and motor parks to streamline commuter movement, alongside the analysis of traffic volumes and route utilization to optimize route planning and reduce bottlenecks.
Role Summary
Data Aid is seeking three (3) qualified Transportation Specialists with expertise in Implementation, Policy and Technology Integration to support the Comprehensive Assessment of State-wide Traffic Management Systems project. The specialists will focus on evaluating and recommending transport policies, compliance mechanisms, and technology-based solutions to enhance traffic management and public transport services.
Key Responsibilities
1. Implementation
- Design implementation strategy for traffic management based on assessment outcomes.
- Establish monitoring frameworks to track progress and assess the effectiveness of implemented solutions.
- Conduct site visits to verify compliance with technical specifications and quality standards.
- Develop and conduct training programs/workshops for local staff and transport operators on transport compliance issues.
- Identify and manage risks during implementation, including developing contingency plans.
2. Policy Analysis and Compliance
- Review existing state and national transport policies, regulations, and enforcement mechanisms.
- Identify policy gaps and propose reforms to improve compliance and governance.
- Engage with stakeholders, including transport unions, government officials, and legal experts, to gather insights on policy challenges.
- Develop policy briefs and recommendations for sustainable transport management.
- Conduct training sessions for transport operators on policy compliance and regulatory requirements.
3. Technology Integration
- Assess current technology infrastructure used in traffic management, including mobile payments, GPS tracking, and real-time traffic monitoring systems.
- Recommend and design integrated technology solutions for ticketing systems, traffic data collection, and public transport management.
- Develop a technology integration roadmap, including cost estimates and phased implementation strategies.
- Coordinate pilot testing of recommended technology solutions and provide technical support to local teams.
- Prepare technical specifications for procurement of tech systems in line with international standards.
Qualifications and Experience
- Advanced degree in Transportation Planning, Public Policy or related field.
- Minimum of 5 years of relevant experience in transport policy analysis, compliance management, or transport technology integration.
- Proven expertise in designing and managing transport technology projects (for Technology Integration Specialist).
- Demonstrated knowledge of Nigerian transport policies and regulations (for Policy Specialist).
- Strong analytical, communication, and technical writing skills.
- Experience in preparing policy briefs, technical reports, and procurement documents.
