RFP Title: Production and Installation of Billboards in Biu, Kwaya Kusar (Borno State) and Guyuk (Adamawa State)

Oxfam in Nigeria is inviting qualified service providers to submit proposals for the production and installation of six (6) double-sided billboards across three Local Government Areas—Biu and Kwaya Kusar in Borno State, and Guyuk in Adamawa State. This initiative is part of a broader project aimed at strengthening community development and social cohesion in Northeast Nigeria.
The service provider is expected to follow a collaborative and structured approach to ensure timely and high-quality delivery of the billboards. While the detailed work plan will be finalized in consultation with Oxfam’s project and communications teams, the key steps will include:
- Initial Consultation: Engage with the project team to align on design concepts, messaging, and donor visibility requirements.
- Design & Review: Develop billboard artwork and content, incorporating up to five (5) rounds of revisions based on feedback.
- Production & Fabrication: Source materials and fabricate billboard structures according to the technical specifications provided.
- Installation: Transport and install two (2) billboards each in Biu, Kwaya Kusar, and Guyuk LGAs.
- Post-Installation Support: Provide maintenance services for 18 months after installation, including realignment or replacement as needed.
The outputs will support Oxfam’s ongoing efforts to raise awareness, influence policy, and engage the public on issues of inequality in Nigeria.

The deadline for submission of proposals is 25th August 2025 at 17:30 (WAT) upon conditions in the Terms of Reference and Evaluation Criteria.
Oxfam does not bind itself to award the proposal to the lowest offer and reserves the right to accept the whole or part of the proposal.
