Position Objectives:

The objective of the consultancy is to build the capacity of relevant officials of the states’ Board of Internal Revenue in Tax Audit and Investigation. The STTA Consultant will provide support to the PFM Specialists in the facilitation of Training on Tax Audit and Investigation for relevant government officials in State2State partner states.

Location: Adamawa, Akwa Ibom, Bauchi, Ebonyi, Gombe and Sokoto States (Virtual and In-Person)

Responsibilities and Deliverables:

The Consultant will be expected to perform the following activities and deliver the following deliverables that are technically acceptable to State2State, including review and feedback followed up by timely responses from the Consultant.

1. Onboarding meeting with State2State team to review and agree on the workplan with agreed due dates of outputs delivery.

2. Preparation of Training materials

3. Review and update of Training Materials

4. Equip participants with requisite skills through training, practical/walkthrough sessions on Tax Audit and Investigation process, and hands-on experience in tax audit and investigation to:

  • understand the tax audit and investigation process; and
  • have analytical and reporting capabilities.

5. Preparation and review of Activity Report

Minimum Requirements:

  • Minimum of master’s degree in accounting, Taxation, Finance, Economics, Public Administration, or other relevant fields.
  • Minimum of 10 years of work experience in Tax Audit and Investigation, Public Financial Management, and/or as a Public Finance consultant.
  • Strong oral and written communication skills with evidence of report-writing abilities and skills.
  • Work experience in the Development Sector is desirable.
  • Very strong ICT skill set, especially in the use of PowerPoint, Microsoft word, and others in the Microsoft suite.
  • Good team player and highly organized with strong planning, coordinating, and time management skills.
  • Membership in a Taxation body or an accounting professional body (ACCA, ICAN) is desirable.
  • At least 10 years of work experience as a Tax Audit Expert required.
