Job Summary

  • We seek to recruit a Transitional Justice Specialist to provide technical advisory services and capacity building, regular and integrated analysis on transitional justice and human rights mechanisms and issues that informs the reintegration and reconciliation agenda.

Duties & Responsibilities

  • Under the direct supervision of the Programme Specialist and Chief Technical Advisor Rule of Law and Human Rights, the Transitional Justice Specialist provides advice and technical support:
  • Advise the stakeholders in establishing sustainable mechanisms for transitional justice mechanisms and processes;
  • Advise the stakeholders on policies, strategies, systems, methods of management and training needs of human rights actors and stakeholders in the transitional justice area;
  • Liaise with the programme specialist and other members of the team to provide overall technical guidance on matters of government policy on transitional justice and coordinate with Rule of Law Specialists to implement these issues with the states;
  • Put in place strategies and systems for effective human rights promotion and protection, and inclusive transitional justice;
  • Collect and issue updates on activities on transitional justice including changes in legislation and national or regional strategies or action plans.

The Transitional Justice Specialist will provide Capacity building of state level stakeholders:

  • Support national institutions to develop and implement strategies, systems and action plans for the establishment of effective and representative transitional justice mechanisms;
  • Support the development and practice of promoting a focus on vulnerable groups, communities and victims in transitional justice processes and mechanisms;
  • Develop and implement capacity building strategies to meet the capacity and training needs of the state institutions involved in transitional justice and transitional justice mechanisms themselves;
  • Support community-based organizations and groups, state government, traditional authorities and vulnerable groups to participate, engage in and benefit from transitional justice processes and mechanisms;
  • Promote skills for mainstreaming gender, applying a human rights-based approach and support to vulnerable groups into reform priorities of and services provided by transitional justice mechanisms;
  • Coordinate and manage implementation of capacity building support to transitional justice;
  • Identify and support initiatives for victim support to advise, empower and facilitate victims groups to participate and benefit from transitional justice processes and mechanisms;
  • Organize and/or conduct transitional justice trainings and public information activities.

Providing Support to programme planning and implementation:

  • Provide substantial inputs to programme planning, implementation and monitoring, including drafting of relevant documents such as memos, briefs, talking points, meeting debriefs, minutes;
  • Develop detailed Annual Work Plans for the transitional justice initiatives together with the Specialists deployed at state level, and provide inputs to develop the consolidated Program Annual Work Plans;
  • Support development of ToRs for Small Grants, oversee the work of beneficiaries of Small Grants Facility, and ensure quality of outputs in keeping with grants applications;
  • Ensure programme work plans in the state are implemented and supervise UNDP supported work undertaken in the state as required;
  • Submit quarterly analytical reports and provide inputs into other reporting requirements to the donor and M&E activities in the transitional justice area to the Programme Manager on work done and further prospects as decided by the program;
  • Support the programme management to develop necessary documentation (concept notes, briefs, and fundraising notes) to operationalize and steer programmatic initiatives and activities.

The Transitional Justice Specialist will provide Facilitation of the strategic partnerships that promotes UNDP mandate and corporate policy and provides senior high level policy advice to government and other partners:

  • Develop strong working relationships with national and state stakeholders, traditional justice institutions, CSOs and international partners;
  • Liaise with partners and facilitate communication on Program-related activities including organizing joint thematic learning and networking events on transitional justice topics;
  • Develop and maintain close working relationships with civil society and community groups to facilitate project implementation, as well as identify issues, risks, priorities, and opportunities that support effective programme implementation;
  • Liaise with and establish strong working relationships with other UN agencies and international organizations to promote a coordinated approach to the development and implementation of transitional justice activities.

The Transitional Justice Specialist ensures knowledge building and management focusing on achievement of the following results:

  • Collect monitoring data on a regular basis and issue updates on activities in the transitional justice area including changes in legislation and national or regional strategies or action plans;
  • Monitor the key interventions of the Programme on transitional justice particularly for vulnerable groups such as victims of past abuses, IDPs, children, the elderly, and survivors of SGBV;
  • Monitor and report on transitional justice issues locally, and identify emerging trends using program mapping and other available data;
  • Communicate results based on corporate principles of gender-responsive communications and non-discriminatory language.
  • Promote cross-network initiatives and support collaboration of cross-regional programming priorities within knowledge networks and communities of practice

Supervisory/Managerial Responsibilities:

  • The Transitional Justice Specialist supervises project staff determined under the component’s programme portfolio.
  • People Management is required competency for this assignment. Recruitment Qualifications
Education:

  • Master’s Degree or equivalent preferably in Law, International Law, International Human Rights Law, Governance, Peacebuilding and Conflict Prevention, or a related discipline.
  • A Bachelor’s Degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the Master’s degree.

Experience:

  • Minimum of 7 years (Master’s degree) or 9 years (Bachelor’s degree) of relevant experience working on transitional justice;
  • Demonstrable experience in UN’s work in terms of transitional justice and/or human rights practices in fragile environments;
  • Preferred experience working in rule of law, human rights and transitional justice within the region;
  • Excellent analytical and drafting skills is required;
  • Demonstrable experience working on / with community-based reconciliation and reintegration processes;
  • Experience in mainstreaming gender into programme and project implementation is an asset.
  • Experience managing grants for CSO’s, or other relevant stakeholders is an asset;

Language Requirements:

  • Proficiency in oral and written English.
