Review and Update of Organizational Strategic Plan, Policies, Standard Operating Procedures (SOPs),
Strategies, and Annual Budget Preparation

1. About JDPC
Justice Development and Peace Commission (JDPC) Yola, since its founding in 1977 as the social arm of the Catholic Diocese of Yola, JDPC Yola has embodied faith in action serving as a beacon of hope and transformation for conflict-affected communities across Northeast Nigeria. JDPC Yola is dedicated to promoting and sustaining social, political, and economic justice, advancing human rights and dignity, and empowering individuals especially the poor and marginalized to live full, meaningful lives. It envisions a society where no one is left behind and where peace, justice, and human dignity are not just aspirations but lived realities for all, including the most vulnerable.
Its work spans a wide array of vital sectors, responding to both urgent needs and long-term development goals. Through peacebuilding and social cohesion programs, it heals divided communities and fosters reconciliation. 2. Purpose of the Consultancy
The purpose of this consultancy is to provide technical expertise to support the organization in:
- Reviewing and updating the Strategic Plan to reflect current context and organizational direction.
- Assessing and updating existing institutional policies
- Reviewing and harmonizing Standard Operating Procedures (SOPs).
- Supporting the development of programmatic and operational strategies.
- Facilitating the preparation of the organization’s annual budget.
3. Scope of Work
The consultant will be responsible for the following tasks:
- Conduct a desk review of existing organizational documents and relevant reports.
- Facilitate consultation meetings with key staff, Board members, and stakeholders.
- Review and update the following documents:
- Organizational Strategic Plan
- Operational and Programmatic Policies (e.g., HR, Finance, Procurement, Gender, Safeguarding) o Standard Operating Procedures (SOPs) o Strategic and operational frameworks
- Develop or guide the preparation of a realistic and comprehensive Annual Budget.
- Present draft documents to senior management and the Board for input.
- Finalize all documents incorporating feedback and submit final versions.
- Submit a final consultancy report summarizing methodology, process, challenges, and recommendations.
4. Deliverables
The consultant is expected to deliver the following:

5. Consultant’s Qualifications
- Minimum of a Master’s degree in Development Studies, Public Administration, Business
Administration, or related field.
- At least 7 years of relevant experience in strategic planning, organizational development, or institutional policy formulation.
- Strong knowledge of NGO operations, donor regulations, and compliance frameworks.
- Demonstrated experience in facilitating strategic reviews and policy development.
- Excellent written and verbal communication skills.
- Fluency in English (additional local language proficiency is an asset).
6. Duration and Timeline
The assignment is expected to take 30 working days, starting from the date of contract signing. A detailed timeline will be agreed upon during the inception phase.
7. Payment Schedule
Payments will be made upon satisfactory completion of deliverables as follows:
- 20% upon submission and approval of Inception Report
- 40% upon submission of all draft documents
- 40% upon submission and approval of final documents and consultancy report
8. Reporting and Supervision
The consultant will report directly to the Executive Director or designated focal person. Regular progress check-ins will be held to ensure alignment with deliverables and timelines.
