Terms of Reference (ToR) for Consultancy for Training of Association Members of Persons with Disabilities; and Key Stakeholders which include, disability inclusion committees, community structures, government line Ministries and Assembly Members.

Background

CEDAR Foundation for Disability is a non-profit organization that works to support persons with special needs and disability and affected population through humanitarian, developmental actions and research in situation of poverty and exclusion, conflict and disaster. CEDAR is in consortium with FRAD through an NHF funded project (Strengthening Inclusion and Protection of Women and Girls living with disabilities within the humanitarian response framework in Borno and Yobe States).

In our efforts to promote the rights and inclusion of persons with disability in Konduga L.G.A., we are rolling out five (5) days and three (3) days trainings respectively for the following categories of persons within two weeks’ timeframe:

  1. Category 1: (29th May – 4th June, 2024) Training of association members of persons with disabilities on advocacy, human rights and inclusion.
  2. Topics of discussion under this category include:
  3. Human right.
  4. Understanding disabilities/ Barriers and enablers to inclusion.
  5. United Nations Convention on the Rights of Persons with Disabilities.
  6. Social Exclusion.
  7. Safeguarding and Prevention of sexual exploitation and abuse.
  8. The concept of GBV and Gender Equality.
  9. Basic principles of MHPSS.
  1. Category 2: (5th – 7th June, 2024) Training of key stakeholders which include, disability inclusion committees, community structures, government line ministries and assembly members on equity, inclusion, human rights and advocacy.
  2. Topics of discussion under this category include:
  3. Human right.
  4. Equity.
  5. IASC guidelines on the inclusion of Persons with disabilities.
  6. Understanding disabilities/ Barriers and enablers to inclusion.
  7. United Nations Convention on the Rights of Persons with Disabilities.
  8. Practicing inclusive language.
  9. Discrimination against Persons with Disabilities (Prohibition) Act 2018.
  10. Social Exclusion.
  11. Safeguarding and Prevention of sexual exploitation and abuse.
  12. Advocating for the rights and inclusion of persons with disabilities.

Objective of the Activity

The objectives of the activity are:

  1. Capacity building of Persons with disabilities association members on advocacy, human rights and inclusion for them to champion causes related to disability inclusion including women and girls.
  2. Capacity building for Key stakeholders which includes, disability inclusion committees, community structures, government line ministries and assembly members on equity, inclusion, human rights and advocacy against discrimination, stereotypes, marginalization and exclusion of persons with disability.
  3. To create strong links with relevant stakeholders such as JONAPWD, DWG, Human right Commission while aligning with the project’s aims and objectives as well as activity implementation timeline.

Scope of Work

  • Location – Konduga, Borno State
  • Number of training facilitators – 18 (9 data officers and 9 language interpreters) 
  • Days – Eight (8)

Methodology

The training will be in-person using presentations, general discussions, interactive, idea/experience sharing and engagement to promote a participatory approach to better understand the process and principles of advocacy, human rights and inclusion.

Participating Group:

  1. Selected members of associations of persons with disabilities within Sabon Gari and Mainari Communities of Konduga LGA – (Sensory impairment, physical impairment, Intellectual impairment and Neurological/Mental illness).
  2. Key stakeholders which includes, disability inclusion committees, community structures, government line ministries and assembly members within Sabon Gari and Mainari Communities of Konduga LGA.

Timeline

May 29th, 2024: Commencement of training sessions.

June 7th, 2024: Conclusion of training sessions and submission of training report.

Deliverables

  1. Develop detailed training presentation materials in line with expected deliverables.
  2. Completion of eight days of training sessions for Association Members of Persons with Disabilities; and Key Stakeholders which includes, disability inclusion committees, community structures, government line Ministries and Assembly Members.
  3. Provide facilitators who have expertise in the subject matter and experience with the target audience, also who have the ability to apply the interactive training methodology of the training package as well as professional credibility and appropriate reputation among other practitioners.
  4. Provision of sign language interpretation services throughout the training period.
  5. Prepare pretest and post test questions for evaluation, attendance sheet and other means of verification.
  6. Submission of a comprehensive training report summarizing key learnings, participant feedback, and recommendations for future capacity-building initiatives.

Budget:

The consultant will be compensated based on a mutually agreed-upon fee, inclusive of all expenses related to travel, accommodation, and training materials.

Evaluation

The consultant will be evaluated based on the quality and effectiveness of the training sessions, participant feedback, and the comprehensiveness of the training report.
