Term of Reference for – Assignment Tittle: Community resource mapping of existing SGBV/DBV networks/assistance services including assessment of safe spaces.

Introduction

Women in the New Nigeria and Youth Empowerment Initiative (WINN) is an indigenous nongovernmental organization dedicated to empowering women, enhancing youth development, and promoting child protection, peaceful cohesion, and gender equality. WINN is committed to fostering sustainable development through capacity building in agriculture, micro-finance, education, advocacy, and governance.

With a strong presence across multiple states in Nigeria, including the FCT, WINN remains devoted to promoting good governance, transparency, and accountability. The organization collaborates with government agencies, national and international NGOs, and development partners to implement impactful programs that benefit women, youth, and marginalized groups.

WINN’s core services include peace building and conflict management, gender-based violence (GBV) prevention and response, child protection, psycho-social support (PSS), justice and human rights advocacy, livelihood support, food security, and disability inclusion programs. Through training, enlightenment programs, and advocacy initiatives, WINN strives to create a more inclusive, just, and progressive Nigeria.

WINN in collaboration with the Christian Blind Mission (CBM) International and with funding from German government is implementing a project titled “Promoting Inclusive Education and Vocational Training in Nigeria. As part of this initiative, a community resource mapping of existing SGBV/DBV networks and services will be conducted in the targeted LGAs.

The assessment will evaluate the accessibility of health facilities by vulnerable women and girls (including women and girls with disabilities), the availability of SGBV/DBV and other social protection services, and the presence of organizations providing similar services within the project area. Additionally, the assessment will include an evaluation of existing safe spaces and the identification of locations for new ones. This initiative seeks to enhance the coordination and effectiveness of SGBV/DBV response services, ensuring that survivors have access to timely and appropriate support. The findings from the assessment will guide the development of an inclusive, systems-based strategy for SGBV/DBV service provision, tailored to the local context.

Purpose

The purpose of this assessment is to conduct a comprehensive community resource mapping of existing Sexual and Gender-Based Violence (SGBV) and Domestic-Based Violence (DBV) services in the targeted LGAs. This mapping will identify available support structures, assess service accessibility, and recommend improvements to enhance survivor-centered response mechanisms.

Specific Objectives:

1. Identify and document the existing SGBV/DBV service providers, including healthcare facilities, legal aid services, psychosocial support, and safe spaces within the target communities.
2. Assess the accessibility, availability, and quality of services provided to survivors, particularly for women, girls, and persons with disabilities.
3. Evaluate the level of coordination and referral pathways among service providers to ensure a holistic and survivor-centered response.
4. Identify gaps and challenges in service delivery and propose recommendations for strengthening the SGBV/DBV support network.
5. Provide evidence-based recommendations for establishing new safe spaces or strengthening existing ones to improve accessibility and protection services for survivors.

Scope

The assessment will be carried out in the following LGAs and communities:

• Biu LGA: Mbula Kivi, Mbulamel-Piku, Pompomari, Waka Yawi, Zara Kwara, Biu
• Kwaya Kusar LGA: Guwol, Wandali, Danchoba
• Shani LGA: Kubo, Bargu, Jalingo, Shani, Gasi Gora, Kombo Kubodemo
• Hawul LGA: Barkin Sakwa, Bilatum, Billa, Durkwa, Kwaya Bura

Specific Deliverables

The consultant is expected to submit the following deliverable to WINN:

1. A detailed report of not more than 20 pages, including: Background and Introduction, Broad and Specific Objectives, Methodology, Ethical Considerations, including Safeguarding, Key Findings, Service Gaps and Challenges, and Recommendations and Conclusions
2. Annexes, including:
   1. A comprehensive resource mapping report detailing available SGBV/DBV response services, including healthcare, legal aid, psychosocial support, and safe spaces.
   1. A service accessibility analysis highlighting gaps and recommendations for improved coordination and survivor-centered response mechanisms.
   1. Actionable recommendations for strengthening referral pathways and enhancing service accessibility, particularly for women, girls, and persons with disabilities.

Consultant’s Roles and Responsibility

The consultant will provide technical guidance for the assessment and dissemination of findings. Specific tasks include:

• Develop the assessment methodology and data collection tools, presenting them to WINN for validation.
• Conduct data collection through interviews, surveys, and desk reviews.
• Analyze data to identify gaps and recommend improvements.
• Prepare a report outlining key findings and recommendations.
• Facilitate validation and dissemination meetings with stakeholders.
• Support WINN in developing an action plan for service improvements.

The consultant must uphold ethical standards, including confidentiality, safeguarding (PSEAH), and inclusivity, ensuring the rights and dignity of all individuals are prioritized.

Technical and Financial Proposal

The consultant must submit a technical and financial proposal outlining the methodology, detailed work plan, and budget. Additionally, a Curriculum Vitae highlighting relevant experience in similar assignments must be provided.

Time Schedule

The assessment is scheduled from 22^nd to 25^th April 2025. Before commencement, WINN and the selected consultant will hold preliminary meetings to finalize the modalities of the exercise, ensuring alignment with the consultant’s submitted work plan. The consultant is to submit the report on or before 5^th May,, 2025.

Required Profile of Consultant

The consultant must meet the following criteria:

• Proven experience in conducting accessibility audits and preparing reports.
• Minimum of a bachelor’s degree in Social Sciences, Development Studies, or a related field.
• At least three years of experience in similar tasks, with supporting evidence of past work.  Ability to work independently and meet deadlines.
• Strong experience conducting surveys with marginalized communities, women, and persons with disabilities.
• Prior experience working with persons with disabilities.

Payment Terms

Payment will be made upon submission, review, and acceptance of the final report.

Safeguarding

The consultant must integrate safeguarding measures throughout the assessment, including:

• Adhering to child protection policies to ensure no harm comes to children.
• Obtaining consent from school authorities before engaging with students.
• Ensuring privacy and confidentiality during data collection.
• Identifying and addressing potential safeguarding risks in sanitary facilities.
• Reporting any safeguarding concerns to relevant authorities promptly.

Potential Consultant (s) will submit the following,

1. A Technical proposal clearly showing how he/she understood the assignment, proposed methodology, and detailed schedule.
2. Attach key personnel resumes demonstrating their relevant experience in undertaking similar assignments.
3. A copy of at least one similar assignment completed within Nigeria.
