Background
This Scope of Work (SOW) sets forth the services to be provided by the Technical Analyst to Technical Advice Connect Ltd/GTE (TAConnect), a non-profit organisation registered and based in Nigeria to bring innovative solutions to the provision of Technical Assistance (TA) services to states in Nigeria.
The Technical Analyst will support technical oversight for TAConnect’s portfolio of RMNCH+N, PHC systems strengthening, and other related programs in the states. The role provides technical support to the State/LGA RMNCH+N Technical Working Groups on quality of care along the RMNCH continuum and PHC systems strengthening initiatives, and ensures adherence to TAConnect’s policies and donor regulations in the states.
Key Roles and Responsibilities
Technical Assistance & Service Delivery
- Provide technical support and expertise to the SMOH, SPHCB, and related agencies to facilitate the uptake of RMNCH+N and PHC systems strengthening innovations at scale in the state.
- Provide technical assistance on the integration of RMNCH+N services into established service delivery systems at different levels of care in the state.
- Support the state to apply lessons learned, innovations, and quality methods to ensure evidence-based practices are translated into improved implementation of RMNCH+N quality-of-care interventions.
- Provide technical assistance and support to the state on PHC systems strengthening.
Capacity Building & Mentorship
- Provide technical support to build local capacity using proven training approaches and quality improvement methodologies.
- Provide technical assistance to the state on capacity building, as well as follow-up support and clinical mentoring as necessary for RMNCH+N.
Coordination & Collaboration
- Coordinate closely with the MNH TWG and SEMCHIC at the state level to foster a community of practice on key MNH innovations.
- Contribute to and coordinate with the monitoring and evaluation (M&E) team to ensure that program objectives are attained in accordance with national and donor standards.
- Coordinate with other members of the team to develop and implement feasible, evidence-based, and contextualised state-led approaches.
Reporting & Representation
- Represent TAConnect at technical meetings related to RMNCH+N and related technical areas as required.
- Contribute to annual work planning, annual reports, and other required technical reports.
- Provide support for the timely, accurate, and appropriate reporting of technical activities and results.
- Perform other duties as assigned by the State Team Lead.
Qualifications and Experience
- Bachelor’s degree in Medicine, Nursing, Midwifery, Public Health, or a related field; a Master’s degree in Public Health or a related field is an added advantage.
- Minimum of 4 years’ experience in public health, with working experience in RMNCH, Nutrition, Family Planning, and HSS within large public health programs.
- Familiarity with the PHC system and the Nigerian health sector, with robust stakeholder management skills.
- Previous experience working on donor-funded RMNCH and HSS projects is an added advantage.
- Familiarity with SMOH and SPHCDA structures and functions, especially as they relate to MNCH and HSS, is highly desirable.
- Demonstrated expertise in working directly with government officials and policymakers in RMNCH.
- Experience working with partners, organisations, and institutions.
- Strong verbal, listening, writing, and interpersonal skills essential for effective coordination across multiple institutions and teams.
- Strong ability to multi-task.
- Excellent written and spoken communication skills in English; fluency in a local language is an added advantage.
- Willingness to travel throughout Nigeria as necessary.
Supervision
The Technical Analyst will report to the State Team Lead.
