GIZ has worked in Nigeria since 1974. Since 2004, GIZ has maintained a country office in the capital city Abuja.  Currently 361 national and 66 international employees, 19 regional staff, 4 integrated specialists and 3 development workers are working in the country (June 2020).

The project:

Skills Development for Youth Employment (SKYE) 

The programme Skills Development for Youth Employment (SKYE II) is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-funded by the Swiss Agency for Development and Cooperation (SDC), implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. SKYE II contributes to Nigeria’s implementation of the 2030 Agenda for Sustainable Development by supporting employment and job creation that will end poverty (SDG 1), improving the quality of Technical and Vocational Education and Training (TVET) system (SDG 4), ensuring gender equality and empowerment of women and girls in all its interventions (SDG 5), promoting decent work and economic growth (SDG 8), and reducing inequality (SDG 10). SKYE II started on January 01, 2024, and will run until December 30, 2026

SKYE II will focus on five priority areas, including:

  • Supporting the establishment of institutionalised dialogue between public and private sector at federal and state levels. Within the dialogue processes, policy recommendations for TVET and employment promotion are being developed.
  • Support for capacity building in intermediary organisations, both within the government agencies and the private sector.
  • Support for developing and improving national TVET standards in agriculture, construction, and manufacturing.
  • Promoting the design and implementation of innovative pilot models in the field of formal and non-formal technical and vocational education and training.
  • Support for employment promotion structures at federal and state levels by establishing proactive labour market measures. 

Responsibilities tasks:

A. Responsibilities

The Technical Advisor is reporting to the team leader and has the following responsibilities:

  • Manage the skills development interventions of the SKYE project in Plateau State with the support of other TAs to ensure access, quality and relevance of training as well continuous monitoring of activities at state level.
  • Independently manage tender processes and supervise subcontractors in the organization of skills development programs / interventions.
  • Build up personal and institutional capacities in selected Skills Acquisition Centers and foster their willingness to develop and upgrade their performance on demand driven skills trainings.
  • Advisory services to partners and government in setting up a coherent system of skills development in Plateau State.
  • Build up partnerships, networks and dialogue platforms to promote employment in the various intervention regions.
  • Support the implementation of the program objectives
  • Support the project planning and the conceptual development including preparation and organization and facilitation of planning exercises and their implementation, management, monitoring, evaluation, communication and documentation.

B. Task 

  • Organization of sustainable and demand driven short-term trainings
  • Identify and select with Plateau State partners suitable Skills Acquisition Centers for demand-driven trainings.
  • Facilitate and monitor on regular basis the quality and relevance of training provided in the SKYE skills development intervention.
  • Analyses lessons learnt and compiles best practices for project implementation.
  • Develop ready-to-use strategies, innovative initiatives, and concepts, including guidelines, manuals and procedures.

Achieving the project objectives in TVET formal technical education and apprenticeship

  • Actively being part of the policy development activities and the scope of public -private policy dialogues at federal and state level for reform of the TVET policy in the country; with focus on interactions with key Partners such as Ministry of Education, Board for Technical Education, National Board for Technical Education and on respective Plateau State partners.
  • In collaboration with the TVET unit, facilitate assessment and verification of SKYE beneficiaries, building of learner’s portfolios and tracking of achievement of competences for all apprentices, keeping data of learner’s result.
  • Achieving the project objectives, in the field of labour market analyses / training needs assessments
  • Supports in the development of labour information systems
  • Performs other duties and tasks at the request of management.

C. Required qualifications, competences, and experience.

    Qualifications:

  • Master’s Degree in Business Administration or any social sciences discipline.

    Professional experience 

  • Minimum five (5) years’ experience in training / skills development program design and delivery – preferably within the international development / development cooperation sphere.
  • Minimum of three (3) years of proven professional experience in the field of individual and institutional capacity development
  • Experience of, and commitment to, continuous organizational improvement and the ability to act as a change agent;
  • Strong coaching/mentoring skills;
  • Commitment to high standards and continuous improvement;
  • Proven experience in working within international teams;
  • Excellent interpersonal communication skills (including a high level of empathy paired with the capacity to stay confident, serious, professional and respectful even in critical situations).
  • Very good working knowledge of ITC technologies and computer applications (e.g. MS Office);
  • Excellent English communication skills, both verbal and in writing

    Other knowledge, additional competences 

  • Strong written and oral communication skills
  • International exposure
  • Knowledge in issues of gender equality
  • Knowledge on employment promotion, TVET or private sector development.
  • Language Skills in local languages (e.g. Hausa, )
