Job Description
This Scope of Work (SOW) sets forth the services to be provided by the Team Lead, State to Technical Advice Connect Ltd/GTE (TAConnect), a non-profit organisation registered and based in Nigeria to bring innovative solutions to the provision of Technical Assistance (TA) services to states in Nigeria.
The Team Lead, State will lead the overall management of the technical, programmatic, administrative, and communications activities required to ensure successful implementation of TAConnect’s portfolio of MNCH+N, PHC systems strengthening, and other related investments in Lagos and Gombe, Nigeria. The role provides programmatic and technical oversight to ensure project strategies and approaches are delivered in a coherent, coordinated manner that meets programme goals and objectives in a timely and efficient way. The Team Lead will also develop and implement state-level communication strategies that enhance programme visibility, support donor engagement, and amplify impact storytelling through regular updates, multimedia content, and knowledge products — ensuring adherence to TAConnect’s policies and donor regulations, and maintaining close coordination with TAConnect’s headquarters communications team to align state-level messaging and branding with organisational standards.
Key Responsibilities & Accountabilities
1. Programme Delivery & Performance
- Lead implementation of all programme activities in the state, ensuring targets are met and work remains aligned with approved work plans.
- Keep technical delivery on track, on time, within budget, and at the expected quality level.
- Use evidence from the field to continuously improve programme delivery.
Accountable for: Delivery of all programme targets, milestones, and outcomes within the state, in line with donor expectations and timely, high-quality implementation of all interventions.
2. Monitoring, Evaluation, Learning & Knowledge Management
- Ensure data systems function properly, reports are timely, data is reliable, and insights are used to guide decisions.
- Facilitate effective capture, documentation, and communication of evidence that supports programme improvement and strategic direction.
- Coordinate knowledge management systems that promote learning, best practice, and institutional memory.
Accountable for: Functionality of monitoring, evaluation, and learning systems — including data quality, reporting accuracy, and use of data for decision-making — and the implementation of evidence-based, high-impact interventions aligned with sub-national and national priorities.
3. Budget, Operations & Risk Management
- Manage the state-level budget responsibly, ensuring funds are directed where they matter most and within approved limits.
- Track spending and work with finance teams to keep reporting accurate and up to date.
- Identify and address operational, financial, or reputational risks early.
- Ensure full compliance with organisational policies, donor requirements, and national guidelines.
Accountable for: Adherence to organisational policies, donor requirements, and regulatory standards, and the identification and mitigation of programme risks at state level.
4. Team Leadership & People Management
- Lead and support the state team, ensuring roles are clear, expectations are understood, and staff have what they need to perform.
- Build a collaborative, accountable team environment.
Accountable for: Performance, productivity, and professional development of the state team, within a high-performing, collaborative, and accountable work environment.
5. Stakeholder Engagement & Representation
- Maintain strong working relationships with state government, partners, and key stakeholders.
- Serve as TAConnect’s representative in the state, ensuring alignment with government priorities and safeguarding organisational credibility.
- Represent TAConnect at state-level meetings and technical platforms.
Accountable for: Effective relationships with government, donors, and implementing partners, and the positioning of TAConnect as a trusted technical partner at state level.
6. Communications & Visibility
- Develop and implement state-level communication strategies that enhance programme visibility, support donor engagement, and amplify impact storytelling.
- Ensure alignment of state-level outputs with TAConnect’s communication strategy, messaging, and branding.
- Maintain close coordination with TAConnect’s headquarters communications team.
Accountable for: Quality, consistency, and impact of all state-level communication and knowledge management outputs, and the visibility of programme achievements in line with organisational communication strategy.
7. General
- Contribute to programme reviews, reporting, and the communication of results.
- Contribute ideas and inputs to broader programme improvement and strategy.
- Take on additional priorities as needed to support overall programme success.
- Perform other tasks as assigned by the Executive Director, or designee.
Qualifications & Experience
Education
- Bachelor’s degree in Medicine, Public Health, Epidemiology, or a related field.
- Master’s degree in Public Health or a related field (required).
Experience
- Minimum of 6 to 8 years’ progressive experience in public health programmes.
- Demonstrated experience managing large-scale health programmes.
- Proven track record in team leadership and programme delivery.
- Experience in RMNCH, Nutrition, Family Planning, or Health Systems Strengthening.
- Experience working with government stakeholders at different levels, and with donors and implementing partners.
Technical & Professional Skills
- Strong programme management and analytical skills.
- Experience with monitoring and evaluation systems and documenting learning.
- Financial oversight and budget management experience.
- Excellent written and verbal communication skills.

Supervision
The Team Lead, State will report to the Executive Director, with technical and operational reporting to the Technical Director and the Director, Finance, Admin and Operations.
