Job Title: Shelter/CCCM Specialist – Internal
Locations: Maiduguri, Nigeria, with frequent travel to field locations
General Context of the Job/Project:
The Shelter/CCCM Specialist – Internal will play a key role in coordinating and supervising all activities in the field related to shelter and Camp Coordination and Camp Management (CCCM). Based in Maiduguri, this position will require frequent travel to field locations to ensure effective implementation of shelter and CCCM initiatives.
Tasks and Responsibilities:
- Lead the planning, implementation, and monitoring of shelter and CCCM activities in line with project objectives and donor requirements.
- Provide technical guidance and support to field teams on shelter construction, site planning, camp management, and related activities.
- Coordinate closely with government authorities, humanitarian partners, and community leaders to ensure a collaborative approach to shelter and CCCM interventions.
- Conduct assessments and surveys to identify shelter and CCCM needs, vulnerabilities, and capacities of affected populations.
- Ensure compliance with international standards and best practices in shelter and CCCM programming, including Sphere standards and Inter-Agency Standing Committee (IASC) guidelines.
- Oversee the procurement and distribution of shelter materials and non-food items (NFIs), ensuring timely delivery and accountability.
- Monitor project progress, analyze data, and prepare regular reports for internal and external stakeholders.
- Support capacity-building initiatives for field staff and community members on shelter construction techniques, site management, and other relevant topics.
- Participate in coordination meetings, working groups, and other forums related to shelter and CCCM programming.
- Contribute to the development of funding proposals, project budgets, and work plans for shelter and CCCM activities.
Essential Knowledge and Skills:
- Bachelor’s degree in Civil Engineering, Architecture, Urban Planning, Social Sciences, or a related field. A Master’s degree is preferred.
- Minimum of 5 years of experience in humanitarian shelter and CCCM programming, with a focus on emergency response and recovery.
- Strong technical expertise in shelter construction, site planning, camp management, and related disciplines.
- Familiarity with humanitarian principles, standards, and guidelines for shelter and CCCM, including Sphere standards and IASC guidelines.
- Excellent project management skills, including planning, coordination, monitoring, and reporting.
- Effective communication and interpersonal skills, with the ability to work collaboratively with diverse stakeholders.
- Proven leadership abilities, with experience supervising and mentoring staff in a field-based setting.
- Proficiency in English (written and spoken). Knowledge of local languages is an asset.
- Ability to work under pressure in a challenging and fast-paced environment, with frequent travel to remote field locations.
Preferred Experience:
- Previous experience working in conflict-affected or displacement settings, preferably in Nigeria or similar contexts.
- Experience with community-based approaches to shelter and CCCM programming, including participatory design and decision-making processes.
- Knowledge of relevant technical standards and specifications for shelter construction, including familiarity with local building materials and techniques.
