Job Purpose

  • The Senior Subcontracts Manager’s primary responsibility is to coordinates all financial activities associated with developing, managing and monitoring sub awards and formal service level agreement including budgets according to CDC and other donors’ rules and regulations.

Essential Duties and Responsibilities

  • Coordinates all financial activities associated with developing, managing and monitoring sub-awards and formal service level agreements including budgets according to CDC and other donor rules and regulations as applicable.
  • Conducts periodic monitoring visits at different levels to subcontract sites to ensure accountability and fiscal health.
  • Oversees periodic review and revision of policies and procedures that enhances effective implementation of programs in line with 45 CFR 75, HHS and SOP.
  • Coordinates the sub-contract team in conjunction with programs unit for identification, assessment, selection and close-out processes of subcontracts in line with USG and other donor rules and regulations.
  • Ensures key donor compliance checklist are available to sub-recipients.
  • Standardizes approaches to grant management and compliance with sub-recipients.
  • Takes appropriate action in cases of recurrent non-compliance with Terms and Conditions of the sub-awards.
  • Prepares program budget and ensures adherence to budgetary provisions/ limits and ensure cost-effective solutions.
  • Track expenditures, manage change orders, and implement cost-control measures to achieve project financial goals.
  • Supports the Associate Director, Finance operations in the preparation and submission of Monthly, Quarterly and Annual Expenditure reports for funders.
  • Prepares Federal Funding Accountability and Transparency Act (FFATA) reports of qualified Sub recipients for funders.
  • Identify potential risks in subcontract agreements and develop mitigation plans to minimize contractual, financial, and performance-related risks.
  • Monitor subcontractor compliance with contractual obligations, ensuring adherence to deadlines, deliverables, and quality standards.
  • Any other duties and responsibilities assigned by my supervisor.

Qualifications and Skills

  • Bachelor’s Degree in Business Administration, Finance, Supply Chain Management, or a related field. Advanced degree or professional certifications (e.g., CSCP, CPSM) is a plus.
  • Proven experience (10 years) in subcontract management or procurement, preferably within NGO.
  • Strong negotiation, contract management, and vendor evaluation skills.
  • In-depth knowledge of subcontracting laws, regulations, and best practices.
  • Excellent communication, interpersonal, and problem-solving abilities.
  • Proficiency in contract management software and MS Office Suite.
