This job scope of work (SOW) sets forth the services to be provided by the Senior Officer, Finance Administration to Technical Advice Connect LTD/GTE (TAConnect), a non-profit organization registered in 2021 and based in Nigeria to bring innovative solutions to the provision of Technical Assistance (TA) services to states in Nigeria.

Background:  TAConnect was established by the Bill and Melinda Gates Foundation (BMGF) to deliver tailored and cohesive support to states in Nigeria by strengthening their PHC systems and enhancing PHC service delivery. As an innovative platform, we respond to state TA priorities to promote sustainable improvements in state Primary Healthcare (PHC) systems’ performance and increase uptake of Reproductive, Maternal, Newborn, Child, and Adolescent Health and Nutrition (RMNCAH+N) services. Position Title: Senior Officer, Finance Administration
Location: Abuja, Nigeria

The Senior Officer, Finance Administration under the supervision of the Director, Finance, Administration and Operations (DFAO), will support the long-term financial goals and develop strategies to achieve the financial objectives of TAConnect. The Senior Officer, Finance Administration is also responsible for the smooth and efficient functioning of the organization’s financial systems, ensuring that organizational processes are efficient, and effective and guarantees proper management of overall finance administration matters, including oversight of accounts payable and receivable, budgeting, production of financial statements and reports.

Principal Duties and Responsibilities (Essential Functions):

  • Lead the day-to-day accounting operations including oversight of accounts payable and receivable, and maintenance of the general ledger. Manage working capital and cashflows effectively
  • Prepare, analyze, and present financial reports (income statements and balance sheets) in an accurate and timely manner; clearly communicate monthly and annual financial statements to DFAO.
  • Support the annual budgeting and planning process in conjunction with the DFAO; administer and review all financial plans and budgets; monitor progress and changes and produce monthly budget versus actual reports.
  • Develop, analyze, and monitor program budgets, and monitor and track obligations and expenditures against budgets.
  • Coordinate and lead the annual audit process, liaise with external auditors and the finance committee of the board of directors; assess any changes necessary. 
  • Produce and support financial reporting for donors and other funder grants; maintain shared grant reporting calendar due dates and submissions, including all required financial deliverables as stated per grant awards and contracts
  • In collaboration with the DFAO, evaluate financial reports to analyze progress and review grant expenditure in comparison to the estimated budget.
  • Implement a robust grant/vendor management and financial management/ reporting system for TA partners to ensure that the contract billing and collection schedule is adhered to and that financial data and cash flow are steady and support operational requirements.
  • Support the DFAO in the development, review, and improvement of financial systems, policies, and procedures.
  • Support the DFAO in the management and monitoring of per diem and advance, associated payment processing, for staff and participants training, meetings, and workshops, and ensure strict adherence to TAConnect per diem rates, processes, and policies.

Job Qualifications

  • A Bachelor’s Degree in Business Administration, Finance, or equivalent. ACA/ACCA/CPA or other recognized professional accounting and business administration qualifications will be an added advantage.
  • Minimum of 6 years of relevant experience and progressive responsibility in finance, accounting, internal controls, and project operations at mid-level, with prior experience managing a small team
  • Minimum of 2 years of supervisory experience including remote management, and developing/managing large budgets, with in-depth knowledge of Bill and Melinda Gates Foundation (BMGF), USAID, FCDO, GF, etc. preferably in complex and fastpaced environments
  • Demonstrated experience and knowledge in establishing operations and financial systems.
  • Ability to respond effectively to sensitive inquiries or complaints with confidentiality and integrity.
  • Proficient in Microsoft programs, i.e., Excel, Word, PowerPoint, etc., and proper financial documentation using QuickBooks as well as various commercially available accounting software programs
  • Analytical, organizational, Team player, and forward-thinking problem solver with high ethical standards and professionalism. Demonstrated leadership, versatility, 
  • Demonstrated ability and willingness to both train and be trained.
  • Strong written and spoken communication skills in English, and any other local languages like Hausa, Igbo, and/or Yoruba will be added advantage.

Supervision

The Senior Officer, Finance Administration will report directly to the Director of Finance, Administration, and Operations.
