Introduction

Our Client is a global health system-strengthening organization that has supported governments in over 15 countries in Africa to optimize health outcomes through research, design, and implementation of innovative solutions that address global healthcare challenges in a local context.

Our Client will be working as part of a consortium of organizations on a program to provide targeted support and sustainably build the leadership and management capacity of the Expanded Program on Immunization (EPI) team/managers, strengthen EPI coordination forums, and enhance the overall EPI program at national and sub-national levels through the strategic use of data across 8 countries.

Description and Objectives

The Senior Consultant/Manager will provide high-level technical and operational support to mid-level managers within the Ministry of Health in the Central African Republic (CAR). The role focuses on building the leadership, management, and technical competencies of these managers to enable them to independently carry out their priority functions, in line with their Terms of Reference (TOR).

The consultant will guide the development of key strategic documents, such as immunization progress reports and dashboards, and support leadership, management, and coordination (LMC) efforts at the central level to ensure effective collaboration with stakeholders, partners, and donors. By strengthening decision-making processes and enhancing the management and technical capacity of the Ministry’s mid-level managers, the consultant will facilitate the successful implementation of priority health projects. He/she will facilitate collaboration with Ministry officials and stakeholders ensuring that the Ministry’s leadership and management capacity is fully developed, enabling more effective coordination and management of the immunization program.

Technical Responsibilities – Program Leadership and Support

  1. Program Implementation
  • Lead the strategic design and implementation of the capacity-building program for mid-level managers, including in-class training, on-the-job mentoring (OTJM), and other capacity development approaches to enhance leadership, management, and technical competencies within the Ministry of Health (MoH).
  • Coordinate with resource persons and experts to facilitate various learning sessions, ensuring alignment with the MoH’s strategic goals and enhancing the practical application of new skills.
  • Facilitate collaboration and coordination between MoH stakeholders, partners, and donors to ensure smooth implementation of leadership, management, and coordination (LMC) activities at the central level.
  • Provide strategic guidance in managing Expanded Program on Immunization (EPI) programs, including system diagnostics, data analysis, and developing actionable recommendations for program improvement.
  • Design and establish sustainability measures through an innovative Leadership Academy within the MoH to institutionalize continuous staff development and mentorship programs focused on behavioral change and professional growth for mid-level managers.
  • Escalate challenges and provide practical solutions to ensure the effective execution of program activities, while implementing sustainability measures through the Leadership Academy.
  • Coordinate the establishment of a regional EPI mentoring network to foster collaboration and capacity-sharing across different health regions.
  • Program Monitoring and Reporting
  • Develop and implement both qualitative and quantitative monitoring and evaluation (M&E) frameworks to track the progress and impact of the capacity-building initiatives, ensuring they meet agreed deliverables and performance indicators.
  • Regularly monitor program activities to ensure quality, accountability, and compliance with contractual obligations, providing strategic adjustments when needed.
  • Prepare detailed progress reports that document achievements, challenges, and lessons learned, and present these to the MoH leadership and partners.
  • Participate in structured mid-term and end-term program evaluations, assessing the impact, sustainability, and long-term outcomes of the LMC initiatives, with a focus on embedding these changes into the MoH’s operational culture.

  • Proven ability to work effectively with people at all levels, senior government officials and stakeholders at all levels within the organization.
  • Excellent verbal and written communication skills.
  • Ability to work collaboratively in a team environment and manage complex projects.
  • Results-oriented performer, experienced in developing and tracking self and team with clear KPIs.
  • Fast learner, open to learning from peers, subordinates, and supervisors collaboratively and at a rapid pace
  • Education and Experience
  • Academic Training: Minimum of a Bachelor’s degree in International Development, Public Health, Health Management, Policy and Strategy Development, or a similarly relevant field. A Master’s degree or higher is preferred.
  • Experience: At least 5 years of progressive experience in health program management, policy development, or consultancy roles, with a strong track record of working with government ministries, particularly in the health sector.
