POSITION SUMMARY:

ICAP at Columbia University has received funding to provide technical assistance to the Nigeria (MOH) and in-country implementing partners in Nigeria to establish a Tracking with Recency Assays to Control the Epidemic (TRACE) program funded through the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR).

The TRACE program will monitor epidemic trends, inform rapid programmatic responses at national, local and individual levels and accelerate progress towards epidemic control. ICAP is tasked to provide technical assistance in scaling up the use of rapid recency assays at HIV testing sites and build data systems to capture recency data to characterize emerging hotspots and help target prevention interventions.

Reporting to the ICAP Nigeria National Coordinator and the NASCP (National AIDS and Sexually transmitted Infection Control Program) Coordinator, the Senior Advisor will provide day-to-day technical assistance to NASCP and Implementing partners to identify opportunities for leveraging RECENCY Surveillance data to drive Epidemic Control in Nigeria.

The objective of this position is to enhance surveillance of HIV recent infections to inform public health response strategies and interventions that contribute to reaching and sustaining HIV epidemic control in Nigeria.

This position is grant funded.

MAJOR ACCOUNTABILITIES:

•           The Senior Advisor will lead technical assistance and support to the NASCP and implementing partners on strengthening in-country capacity in data demand and use across thematic areas, implementation and evaluation of the national strategic plan for HIV-1 recent infection surveillance public health response and technical and programmatic support for stakeholders routine data reviews
•           Support and build capacity of health workers and managers in HIV-1 recent infection quality data recording, analysis, investigation, and interpretation, for improvement of public health response
•           Ensure high quality of RECENCY data through data verification procedures, including routine data quality audits and generate data analysis for reporting.
•      Analyze and report state service delivery data against the indicators, flagging the gaps and areas for attention
•           Use data to support ICAP State Technical Officers, implementing partners and SASCP to carryout site and cluster investigations and coordination
•           Utilize the data collected to inform strategic decision-making and project planning.
•           Promote and support the dissemination of project information among relevant stakeholder

EDUCATION:

•           Masters international public health, demography, statistics, social sciences, information management systems or related field or equivalent experience.

EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS:

•           5+ years of work experience in health surveillance, monitoring and evaluating, multi-year international health sector development programs

•           Proven expertise in quantitative and qualitative methodologies, operations research, health management information systems, reporting, data quality assessments, data analysis and presentation.

EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS:         

•           Proven expertise in providing technical assistance. Ability to coach, mentor and develop technical capacity in national programs and technical staff.
•           Ability to interact with established networks of senior level international health professionals, donors, universities and other partners.
•           Awareness of, sensitivity to, and experience in working in multiple socio-economic settings and with multi-cultural staff and groups.
•           Excellent writing and communications skills.
•           Ability to work effectively with diverse international teams.
•           Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Access.

•           Proficiency in word processing and Microsoft Office.
•           Fluent in written and spoken English.
•           Excellent facilitation, oral and written communications skills.

TRAVEL REQUIREMENTS:
 •          Ability to travel nationally.
