Security Guard in Borno state At MENTOR Initiative

The MENTOR Initiative is a UK registered charitable, not-for-profit, non-governmental organization working globally to relieve human suffering from tropical diseases. With support from BHA-PUI, USDA and UNF, The MENTOR Initiative is implementing Emergency Control of Malaria amongst high malarious areas in Borno state. The MENTOR Initiative works in close partnership with the MoH in Nigeria to build technical capacity and effective planning and responses to malaria and other VBDs.

Overall Job Purpose: To assist the Logistics & Security
Location:  Maiduguri, with occasional travel to other bases
Reporting to:  Logistics & Security Officer

Key tasks and responsibilities:

 JOB DESCRIPTION

Guards must adhere with the following tasks and responsibilities in discharging their duties and regular follow up with the below check list should be applied accordingly.

1. PERSONAL CONDUCT

  • Guards must report on time.  If the next shift has not reported for duty, the existing guard will inform the LOG.
  • Guards must remain alert throughout the shift and must not sleep.  Guards found sleeping will face instant query. 
  • Guards must not engage in activities which will distract them from their duties, such as wearing headphones or entertaining family/friends.
  • Guards must not report for duty under the influence of alcohol or drugs.
  • The Guard is the public face of MENTOR and must be polite, disciplined, alert and clean at all times.
  • Guards must not discuss details about the MENTOR compound and staff with their family and friends outside work.
  • No weapons to be brought into the MENTOR compound under any circumstances; knives, guns etc

DAILY TASKS

During daytime                   

  • Unbolt main gate at beginning of the day shift.
  • Check all items are present and in good working order; visitor book and pen, flashlight, whistle/alarm, visitor tags.
  • Sweep and tidy the compound – no loose litter.
  • Complete Activity Logbook in case of any incidents and alert LOG as necessary.
  • Check all staff bags.
  • Guards must Make sure staff records his/her personal belongings in the log book before entering the office.
  • Guards must make sure all passengers on board have fasten their seat-belt before granting access.
  • At least one patrol around the external perimeter of the compound during the day.
  • Patrol around the internal perimeter of the compound approximately every hour, varying the times.
  • Check the generator performance, radiator, mileage and diesel levels and fill up if necessary; inform logistics if service is required.
  • On request, turn the Generator on/off.  When switching from generator to city power (PHCN) or vice versa, switch the power to neutral from the power switch box, before turning off the generator.

During night time

  • Bolt the main gate at nightfall (because visitors are not expected at night).
  • Patrol internal perimeter of the compound every hour with a flashlight and whistle, varying the times.
  • Complete Activity Logbook in case of any incidents and alert Manager as necessary.

2. WEEKLY TASKS (on Monday)

  • Fire Extinguishers – check the pressure gauge and make sure sand is full in the buckets.
  • Perimeter wall and barbed wire – make a visual check to ensure they are secure and stable and have not been tampered with.
  • Generator – ensure there are no fuel spillages and that oil and diesel are topped up.
  • Lighting – check all the bulbs are working.
  • Report any issues to the LOG in the first instance.

3. VISITOR MANAGEMENT SOP

Guards perform access control for the site, checking the identity of visitors before allowing entry, ensuring visitors sign in and seeking approval for entry from MENTOR staff unless prior approval has been given. All visitors must wait outside the gate.

Vehicles (MENTOR and other Organizations only) 

  • On arrival the guard must check through the peephole.  The driver of the vehicle must confirm the name of the visitor, the organisation and who they wish to visit.
  • Guard to visually check vehicle internally and the boot of the vehicle for any suspicious items. 
  • Check that no other people are loitering around the vehicle before opening the main gates.

Visitors

  • On arrival check peephole and confirm who is present at the gate.
  • All visitors require approval by a MENTOR staff member before entering the compound.  If prior approval has not been given, the guard will pass an approval form to the visitor to complete.  The guard will take the completed form to the relevant staff member for permission to receive the visitor.
  • If approved, the guard can let the visitor in through the gate, after checking outside the gate.  If not approved they cannot enter.
  • All visitors to complete the ‘Visitor Logbook’ and record their items in the log book when they enter the compound and to record the departure time when they leave.
  • All visitors will receive a numbered ‘Visitor Tag’ during working hours. Ensure visitor tags are collected and remain intact. In the event that tags go missing inform LOG immediately.
  • Guards must announce all visitors to the appropriate staff member.
  • Visitors are not to be left uns-supervised in the compound.
  • Guards must not allow their friends/family in the compound unless they have MENTOR Management approval.
  • Guards will not allow armed personnel in the compound without permission.  Any request to enter will immediately be referred to the most senior staff member, including outside office hours.
  • Visually assess whether a full search is required.  Search process is male to male and female to female only.  If necessary, pat down visitors and ensure they have no bulky objects on their person that could be munitions. swipe the visitor with the metal detector.  If it beeps then request metal objects must be removed.  Do not allow visitors to pass until you are sure they have no suspicious items.

Depending on the type of visitor, there is a different process:

  • MENTOR staff – sign each day in the staff book, record all personal belongings.
  • Officials – ask to see any official ID card and verify they match the individual, sign in the visitor’s book.
  • Other NGO staff – ask to see NGO ID card and verify it matches the individual, sign in the visitors book.
  • Job Applicants – CV’s and speculative applications can be submitted but with no promise that MENTOR will acknowledge or respond to these.
  • Suppliers – details of products can be left with the guard but with no promise that MENTOR will acknowledge or respond to these.
  • SF Cordoned and search Operations- usually in the occur in the midnight-early morning, when in contact, follow below procedure:
    • One guard should inform the most senior staff in the guest house while the other remain with them ➢ Corporate with them, answer them politely.  They are drunk at most time.
    • Ask them to disarm before entering the compound
    • On all lights in the compound as they enter
    • One guard should follow them to all places they are searching while the MENTOR staff leads 
    • Make sure no element of any item was dropped by them as they leave the compound

Beneficiaries – MENTOR would not normally receive visits from beneficiaries at the office.  However, if a project staff member is available they can meet beneficiaries and/or feedback and concerns can be noted down. 

4. INCIDENT RESPONSE

Guards must not risk life by trying to protect property.

Intruder

  • Guards must not engage intruders.
  • Raise the alarm by blowing the whistle and if possible call for assistance from the police. Suspicious individual on the gate or in the vicinity
  • Keep alert to activity outside the compound.
  • Inform the LOG of any suspicious individuals or suspicious activity outside the compound e.g. people loitering around, the same people regularly passing the compound, the same vehicles regularly driving by.

PBIED aka Suicide Bomber

  • Guards must not engage perpetrators if the compound is being attacked.
  • Seek shelter/cover until you are sure the attack is over.
  • Raise the alarm with the police.

Shooting in the vicinity

  • Take cover behind a wall.
  • Alert the staff on the base and if necessary inform the police.

Fire in the compound

  • Call the Emergency Services.
  • Tackle the blaze with the fire extinguisher, sand or water, but only if safe to do so. Injury in the compound •   Alert the LOG.
  • Administer emergency 1st Aid if possible.
