FIN/HR Emergency Coordinator M/F At Doctors Without Borders

Médecins Sans Frontières, an international humanitarian medical association founded in 1971, provides medical assistance to populations whose lives are threatened: primarily in cases of armed conflict, but also epidemics, pandemics, natural disasters, and even exclusion from healthcare.

The Coordinator ensures the completeness, accuracy, timeliness and integrity of financial administration at the mission level: 1- Ensure the completeness and accuracy of budgeting and financial reporting for the mission, including donors and local authorities 2- Ensure compliance with MSF financial, administrative and human resources policies and procedures in order to effectively achieve mission objectives and maintain strict control over resource allocation.

Main responsibilities:

  • An active member of the mission coordination team, the Finance and HR coordinator contributes to defining the mission’s strategic objectives and plans.
  • In collaboration with the coordination team and field managers, define and implement the organizational structure set up for the mission and its projects, the design of graphics and jobs, in order to effectively guarantee strategic deployment and establish a value-driven organization.
  • In collaboration with the coordination team and field managers, plan budgetary and operational human resource needs to ensure the required scope and potential of the mission.
  • Support the coordination team and field managers in the recruitment process, in order to ensure consistent management of legal and administrative procedures (recruitment, end of contract, payment of national and local taxes, correct maintenance of personnel files, management of overtime, etc.), across the mission and in order to meet resource needs appropriately.
  • Support the coordination team and field managers in identifying training needs according to operational requirements, in evaluating people’s performance and in implementing associated action plans in order to improve their skills and their contribution to mission objectives.
  • Define and coordinate local implementation in the field in accordance with MSF practices and local regulations, verifying monthly salary and tax calculations, a fair remuneration policy, to ensure internal equity, adequate competitiveness and compliance with legislation.
  • Coordinate the implementation, in accordance with MSF policies, of career development programs for high-potential employees to increase long-term engagement and contribution.
  • Define and coordinate the internal communication policy, in collaboration with all field coordination teams, by organizing staff meetings and disseminating MSF’s values ​​and vision, in order to encourage people’s engagement, active participation and adherence to the organization’s values.
  • Coordinate the implementation of all local administrative protocols and procedures, by holding regular information meetings with all staff and systematically participating in briefings of all relevant coordinators and managers (national and international), supervising expatriate administrative processes and managing conflicts if any, in order to ensure legal compliance of work and improve awareness of the employer’s image.
  • Coordinate, in close collaboration with medical services, the implementation of medical, security and safety protocols to ensure healthy and risk-free working conditions for capital and field staff.
  • Support and guide line managers in managing conflicts within staff (international or national)
  • Coordinate the implementation of Homere, including the preparation of the pay slip (in accordance with local social security legislation and tax payment).
  • Produce and coordinate the annual mission budget, in the most accurate and realistic manner, in collaboration with budget holders and in line with the annual operational plan, update this budget through the budget cycle to ensure that the resources are relevant and proportionate, anticipate changes and challenges and plan accordingly.
  • Regularly monitor expenditure and budget to analyze variances and decide on appropriate actions if necessary.
  • Produce regular and adequate indicators to monitor the financial health of the mission, to produce and share a relevant cost analysis.
  • Ensure the correct implementation and compliance with MSF policies and guidelines, design or adapt relevant local policies, procedures and tools to optimize the management of the mission’s financial resources.
  • Define the financial strategy of the mission in collaboration with the head of mission and the technical representative at headquarters.
  • Train mission finance staff in all aspects of accounting, finance and budgeting, as well as key executive staff such as coordinators, budget holders and managers on financial risks and the scope of their financial responsibilities.
  • Identify and mitigate financial risks on the mission, ensure that reliable internal control systems are operating, and that financial ethics are respected in the mission.
  • Verify that administrative procedures related to taxes and the payment of social security obligations are followed and submit to the legal procedures established in the country.
  • Coordinate the functioning of the treasury for the smooth running of operations at all times and control security risks as much as possible, in particular: coordinate and prepare proposals for donors.
  • Monitor the payment of salaries to suppliers and employees.
  • Coordinate and supervise local audits in accounting, tax and labor law matters, as well as promote internal audits to determine the legality and veracity of the mission’s accounts.
  • Coordinate and supervise the monthly closing of accounts so that the statement reflects the financial reality of the mission.
  • Implement an appropriate mission organization to ensure that all financial obligations are met and to mitigate risks.
  • Ensure the correct application of human resources policies and associated processes (recruitment, training, briefing/debriefing, assessment, potential, staff development and internal communication) in order to guarantee both the size and quantity of knowledge required for the activities for which he is responsible.
  • Supervise service contracts in the mission (maintenance, rental of premises, etc.), draft and verify contracts and agreements in accordance with the existing legal framework, decide on the insurance to be taken out and seek legal advice if necessary.
  • Ensure that all mission staff are informed about the correct use of MSF resources and ethical expenditures.
  • Collect resource information and translate it into a budget.

Desired profile

Education and experience

  • University degree required, preferably in Economics, Finance and Human Resources
  • Essential: at least 2 years of professional experience in a similar position and at least one year of experience within MSF in a similar position
  • Asset: experience in other medical NGOs
  • Desired: experience in emergency interventions and assessments

Contractual conditions

  • Field position with visits to headquarters in Paris.
  • Full-time fixed-term contract (12 months, 100%) with possible extension.
  • Gross salary according to the MSF field scale, level 13
  • Special benefits of Emergency contracts
  • Mutual and Per Diem in the countries of intervention and at headquarters according to the regulations in force.
