Elela-Care Humanitarian and Development Organization (ECM) is a youth-led, non-governmental organization dully registered with Nigerian government through Corporate Affairs Commission (CAC/IT NO: 182167). Existing since June 2022, ECM focuses on improving the quality of life of vulnerable population across communities in North East Nigeria. ECM operates both in emergency and developmental context and have its programme principally rooted in identifying gaps that affects population or increases vulnerability of population and bridging those gaps through resource base planning and implementation.
Location: Maiduguri Borno (with frequent travel to field locations in Magumeri and other LGAs)
Employment Type: Fixed-Term Contract
Contract Duration: 6 Months (renewable subject to funding and performance)

Job Summary
- The Safety and Security Officer will be responsible for ensuring the safety and security of ECM staff, assets, and operations in a high-risk humanitarian environment.
- The role focuses on risk assessment, security incident management, staff safety training, and maintaining strong relationships with local security actors to enable safe and uninterrupted programme delivery.
Main Duties & Responsibilities
- Conduct regular security risk assessments and update the organization’s security plans
- Monitor the security situation in Borno State and provide daily/weekly security updates and advisories to staff and management
- Develop and implement staff safety protocols, including movement tracking, compound security, and evacuation procedures
- Manage the 24/7 security of ECM offices and guesthouses (including supervision of security guards)
- Investigate and report all security incidents using standard reporting templates
- Deliver regular safety and security briefings, inductions, and refresher trainings for staff and visitors
- Liaise with local security agencies, community leaders, and other NGOs for information sharing and coordination
- Ensure all field movements are authorized and tracked through the movement tracking system
- Support the development and implementation of the organization’s critical incident management plan
- Advise management on security-related decisions affecting project implementation
Position Requirements
- Bachelor’s Degree in Security Management, Criminology, Political Science, or any related field
- Minimum of 3 years’ experience in safety and security with an NGO or humanitarian organization in Northeast Nigeria
- Sound knowledge of the security context in Borno State and surrounding areas
- Strong report-writing, communication, and interpersonal skills
- Ability to speak Hausa and Kanuri is a strong advantage
- Physically fit and willing to travel frequently to field locations
- High level of integrity, confidentiality, and professionalism
