Founded in 2011, International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian actors in the field of’ humanitarian access and risk management by establishing coordination platforms in the areas at risk.
INSO provides registered NGOs with free services, including real-time incident tracking, analytical reporting, data, mapping, crisis management support, and more, staff guidance and training.
Registered in the Netherlands with its headquarters in The Hague, INSO provides daily support to more than 1,400 NGOs in 16 countries.
The INSO mission in Mali
INSO Mali started in 2013. INSO Mali provides services to improve the delivery of humanitarian aid and preserve the safety of personnel employed by around 200 Malian and international NGOs which provide humanitarian and emergency aid. INSO Mali operates through its Bamako coordination office, its field offices in Gao and Sévaré, and its branches in Kidal, Ménaka, Ségou, Sikasso and Timbuktu.

Post summary
The Safety Advisor position provides a unique opportunity to work with a close-knit team to provide the NGO community with contextual analysis and risk management advice, including, in a global effort to improve humanitarian’access. Specific responsibilities include the production of’analyses products according to INSO standards, staff mentoring and monitoring of service compliance.
The successful candidate will have a strong background in the management of NGO security and safety, and of’humanitarian access. He will be an open person, curious, rigorous, and experienced with the constitution and management of high-performance teams. The candidate will also have the ability to analyze complex contexts, to communicate fluently in French to the’oral and the’ written at an excellent level and, above all, to, to share’INSO’s commitment to humanitarian principles.
Main responsibilities
- Ensure the provision of INSO Mali products and services for the Southern regions (programmed services and on-demand services) by providing our NGO partners with a rapid and credible contextual analysis of local situations, in accordance with internal standards and policies ;
- Facilitate weekly round tables of the NGO community ;
- Manage and supervise an operational team ;
- Set up an active network ;
- Participate in the various coordination meetings and forums related to humanitarian action and’access issues ;
- Assist NGOs in developing their own risk management capabilities by providing sound advice, reviewing policy documents, and, by carrying out site safety surveys and assisting in the coordination of crisis management ;
- Conduct regular field missions to appropriate the local dynamics and specific constraints that partner NGOs face in the implementation of their activities ;
- Represent, promote and effectively protect the mandate of independence, impartiality and neutrality of’INSO.
Preconditions
- Current French (mandatory) and practical knowledge of English’ (oral and written) ;
- Master level training or equivalent in a relevant field ;
- Experience of’at least 2 years on a position in NGO with responsibilities of risk management and humanitarian access’ (for example: head of mission, project manager, field coordinator, basic manager, emergency coordinator, security referent, analyst etc.) ;
- Experience of’at least 1 year in a post-conflict/emergency environment in the humanitarian sector ;
- Excellent writing skills,’analysis and attention to detail – the post involves a lot of’ editing and correction work ;
- Strong understanding of the principles and practices of humanitarian action, risk management, security and’access of NGOs ;
- Good understanding of INSO mandate and services.
Desired characteristics
- One year of’ field experience in the region (Mali, Burkina Faso or Niger in particular) and a good understanding of the local context of southern Mali ;
- Professional career path that reflects experience in the fields of humanitarian security and’humanitarian access ;
- Experience in linking humanitarian workers with armed actors (CMCoord) ;
- Experience in capacity building and staff training ;
- Knowledge of International Humanitarian Law (IHL).
