Doctors Without Borders , international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in the event of armed conflicts, but also epidemics, pandemics, etc, natural disasters or exclusion from care. The French section is present in about thirty countries.
In the context of’a replacement and’a an extra’activity, we are looking for un.e : RESPONSABLE DU POLE SANTE MENTALE en Ile de France H/F.
Context :
Since 2017 Medecins Sans Frontieres manages a project in Ile de France (IdF). This project is composed of :
– D’a Day reception in Pantin (93) for Unaccompanied Minors (ANM), which provides support through three poles of’activities : socio-legal, somatic health and mental health ;
– D’a accommodation device, referred to as « Passerelle » located in Sevran (93) ;
– D’a mobile clinic operating in Ile de France.
Main Mission :
– Define, implement and coordinate all activities related to mental health in the MNA program in IdF in accordance with MSF protocols and French legislation.
– Identify partners, establish and maintain links for networking.
– S’assure of the quality of care and its good articulation with the other departments.
– Supervise staff involved in mental health activities.
– S’ensure of the quality of the data collection and produce the’analysis.
Responsibilities :
Program :
– Identify and regularly assess the mental health and psychosocial support needs of the targeted populations and propose strategic adaptations accordingly.
– Define, plan, organize, coordinate and supervise mental health activities in close collaboration with other’activity managers, in accordance with MSF protocols, standards and procedures.
– S’ ensure that patients presenting in MSF facilities receive adequate support, and as needed guarantee a referral to a specialized service.
– Collaborate with other’Activity Managers, Project Coordinator and Deputy Project Coordinator to ensure the transversality and multidisciplinarity of the MNA project.
– Ensure good communication with the other members of the’ team and be a force for proposals.
– Plan and supervise, in close collaboration with the HR/FIN Head HR department, the recruitment processes, training/induction, evaluation, of the staff under his responsibility.
analyze and evaluate mental health activities (indicators, tools, data collection and analysis, regular reporting on mental health activities, etc.).
– Ensure the monitoring and evaluation of the implementation of Mental Health activities, in accordance with MSF protocols, standards and procedures.
– Conduct monthly mental health reports and participate in annual reports (SitRep, annual review, etc.) in accordance with MSF guidelines.
– Collect the information concerning the obstacles to care encountered by the MNAs of the whole Ile de France Project, and the possible problems not yet listed.
– Identify advocacy issues, discuss them with other pole managers and refer them to the Assistant Project Coordinator and Project Coordinator, in charge of advocacy.
– In collaboration with the HR/FIN Manager plan and monitor the budget for the mental health cluster.
Mental health network :
– Regularly update the mapping of mental health services that can accommodate ANMs on the’IdF and maintain links with partners.
– Identify the places of care to which to direct patients for medium and long-term care.
– Participate, according to needs and set of operational priorities, in discussions and conferences on the mental health of migrants.
Clinical activity :
– Strengthen technical support to make the person-centred and multidisciplinary approach to patient care effective.
– Supervise the activities of SMSPS.
– Support the’ mental health team for the’orientation and’evaluation of patients towards psychiatric emergencies and from time to time be able to participate in this.
– Provide consultations if necessary.
Profile sought
Training :
diploma of psychologist recognized in France, DESS/Master 2 in psychology or diploma in medicine with specialization in psychiatry.
– Mandatory ADELI number.
training in migration, sexual violence and gender violence, or in pcyho-trauma is an asset.
Experience :
experiences of humanitarian projects involving SMSPS activities
professional experience of’ at least two years are indispensable as a psy-chologist or psychiatrist in France.
experience in the psycho-trauma.
experience in the field of migration or in multicultural programmes.
professional experience with MSF or other NGOs in an equivalent position.
Languages : French compulsory. Englishman.

Status : Fixed term contract (CDD) 12 months, renewable.
Conditions :
3 351,74 € monthly gross over 13 months. 22 days of RTT per year. Complementary health care 100% supported by Doctors Without Borders. Titles restaurants of’a face value of 11.00€ (60% support by MSF). Support for 50% of the public transport ticket or equivalent.
