Médecins Sans Frontières – Switzerland (MSF-CH) invites quotations from qualified and reputable car hire companies to provide vehicle rental services in Bauchi, Nigeria. The services will support MSF’s operations in Bauchi town and surrounding areas for programmatic and outreach activities.
Service Description
MSF-CH seeks to hire vehicles under the following specifications:
- Offer 1: 5-Seater Vehicles (Bauchi Town)
- Quantity: 4 vehicles
- Usage: Within Bauchi town, Monday to Sunday, 5:00 PM to 12:00 AM
- Remarks: Vehicles only; MSF provides drivers. Vehicles must be stationed at MSF premises when not in use.
- Offer 2: 5-Seater Hilux Pickup Vehicles (Bauchi and Outreach)
- Quantity: 2 vehicles
- Usage: Within and outside Bauchi town for outreach activities, Monday to Friday, 6:00 AM to 6:00 PM
- Remarks: MSF provides fuel and drivers. Vehicles must be stationed at MSF premises when not in use.
- Offer 3: 5-Seater Vehicles (Bauchi Town)
- Quantity: 2 vehicles
- Usage: Within Bauchi town, Monday to Friday, 6:00 AM to 6:00 PM
- Remarks: MSF provides fuel and drivers. Vehicles must be stationed at MSF premises when not in use.
- Offer 4: 5-Seater SUV Vehicles (Bauchi Town)
- Quantity: 1 vehicle
- Usage: Within Bauchi town, 24 hours daily, Monday to Sunday
- Remarks: MSF provides fuel and drivers. Vehicle must be stationed at MSF premises when not in use.
Conditions and Requirements
- Service Periods:
- Offer 1: Monday to Sunday, 5:00 PM to 12:00 AM
- Offer 2: Monday to Friday, 6:00 AM to 6:00 PM
- Offer 3: Monday to Friday, 6:00 AM to 6:00 PM
- Offer 4: Monday to Sunday, 24 hours daily
- Vehicle Provision: Only vehicles are rented; MSF provides fuel and drivers.
- Storage: Vehicles must be stationed at MSF premises when not in use.
- Fuel Management: Vehicles must be delivered with a full tank and refueled by the supplier when the tank reaches half capacity.
- Breakdowns: In case of a breakdown, the supplier must provide a replacement vehicle within one (1) hour of notification. The replacement must be a validated vehicle meeting MSF’s requirements.
- Maintenance: The supplier is responsible for vehicle maintenance and ensuring operational reliability.
- Compliance: Vehicles and services must comply with local laws and regulations, including insurance and road safety requirements.
- Security: The supplier must adhere to MSF’s Security and Safety Guidelines.
- Reporting: Monthly service status updates must be provided, or as requested by MSF.
- Insurance: The supplier must maintain valid public and professional liability insurance.
- Vehicle Specifications: Side windows must not be tinted.
Selection Criteria
- Vehicle Types: 4-door Sedan, SUV, Van, or Hilux Pickup
- Engine Capacity: Not specified (to be proposed by the supplier)
- Model Year: 2012 or newer
- Condition: Vehicles must be in good condition, accident-free, with functional seat belts and other safety features.
- Insurance: Valid vehicle insurance
- Documentation: Bidders must provide:
- Corporate Affairs Commission (CAC) Registration Certificate
- SCUML Certificate
- Tax Identification Number (TIN) Certificate
- Valid ID or passport of company directors
- Recent Tax Clearance Certificate
- Vehicle Inspection: All vehicles will undergo inspection by MSF.
- Proposal Quality: Quality of proposed vehicles, including model and year.
- Pricing: Competitive pricing aligned with market standards.
- Compliance: Adherence to technical and legal requirements outlined in this RFQ.
Payment Terms
- Payments will be made in local currency via bank transfer within 30 days of receiving a valid invoice.
- A 10% withholding tax (WHT) will be deducted as per Nigerian tax law.
- Payments will be based on the total number of days vehicles are hired.
- Bank account details must be included in the bid.
Mandatory Vehicle Documents
For each proposed vehicle, bidders must submit copies (not originals) of:
- Vehicle License
- Insurance Certificate
- Road Worthiness Certificate
- Vehicle Plate Number
- Customs Duty Document
- Proof of Ownership Certificate (if not in the supplier’s name, include formal proof of responsibility transfer)
- Completed vehicle condition sheet (annexure) for each vehicle

Submission Guidelines
Interested and eligible car hire companies must submit their quotations and all required documents in a sealed envelope, delivered to the Quotation Box at one of the following MSF Switzerland offices:
