SECTION 1: 

INTRODUCTION

The Debbie Kauna Foundation (DKF) is implementing the project “The Empowerment of Women and Girls with Disabilities – Towards Full and Effective Participation and Gender Equality in Adamawa State”. The project aims to enhance accessibility for women and girls with disabilities in physical and digital spaces, focusing on education, employment, and public services. The project will provide assistive technologies, vocational training, economic empowerment, and foster a culture of inclusion while addressing violence and discrimination. The project targets internally displaced persons (IDPs) and marginalized groups in Michika and Madagali LGAs.

PURPOSE OF RFQ:

Debbie Kauna Foundation is seeking the services of a qualified consultancy firm or individual consultants to conduct comprehensive baseline and endline surveys for the above-mentioned project. The surveys aim to collect data that will be used to measure the project’s impact and outcomes

PROJECT OVERVIEW

The Empowerment of Women and Girls with Disabilities – Towards Full and Effective Participation and Gender Equality in Adamawa State aims to enhance accessibility for women and girls with disabilities in physical and digital spaces. This includes the provision of assistive technologies to improve their access to education, employment, and public services. Additionally, the project is designed to tailor educational programs that specifically address the unique needs of women and girls with disabilities. Vocational training and skill development opportunities will be provided to increase their employability. 

Economic empowerment is a key focus, with initiatives such as job placement programs and entrepreneurship support to create opportunities for women and girls with disabilities. The project aims to foster a culture of inclusion while discouraging discrimination and stigmatization. Support networks and peer mentoring programs will be established to provide emotional and practical support, fostering a sense of community and shared experiences among women and girls with disabilities. Research is a crucial component, with the project seeking to understand the specific challenges faced by women and girls with disabilities. Data collected will inform implementation of targeted interventions. Finally, the project emphasizes collaboration, intending to work closely with disability rights organizations, women’s groups, and governmental agencies. This collaborative approach aims to amplify the project’s impact by pooling resources and expertise and creating a comprehensive and sustainable support system.

ORGANIZATIONAL OVERVIEW

The Debbie Kauna Foundation (DKF) is a national women-led non-governmental organization in Nigeria dedicated to advancing the rights and opportunities of persons with disabilities, with a special focus on women and girls. DKF operates with a clear mission to educate, empower, and train Nigerians with disabilities, aiming to improve their quality of life and ensure they enjoy optimal health. The organization’s vision extends beyond individual support, aspiring to create a society where Nigerians with disabilities have equal opportunities in all aspects of life, including education, employment, and healthcare. The organization is driven by a deep compassion for those affected by conflict in Nigeria and aims to address the challenges facing this vulnerable population.

PROPOSED LOCATION

The project will be implemented in Michika and Madagali Local Government Areas (LGAs) of Adamawa State, targeting communities hosting internally displaced persons. The beneficiaries will include marginalized women and girls facing multiple vulnerabilities, including disability, in accordance with the principle of ‘Leaving No-One Behind’.

Scope of Work

  1. Baseline Survey

The baseline survey is to be conducted at the beginning of the project implementation to:

  • Assess the current status of women and girls with disabilities in Michika and Madagali LGAs in terms of access to education, employment, assistive devices, and digital services.
    • Collect data on the economic conditions, access to vocational training, and the extent of violence or discrimination faced by women and girls with disabilities.
    • Set benchmarks against the key performance indicators (KPIs) outlined in the project, including:
      • Number of beneficiaries of assistive devices, digital inclusion hubs, financial literacy programs, and vocational training.
      • Women and girls with increased access to financial resources, mentorship and business opportunities.
  • Endline Survey

The endline survey will be conducted at the end of the project to:

  • Measure the change in accessibility, education, and employment status of the project’s beneficiaries.
    • Assess the effectiveness of the interventions implemented, including vocational training, assistive devices distribution, and access to digital platforms.
    • Improved income security, decent work, and economic autonomy for women with disabilities.
    • Compare endline data with baseline data to draw conclusions on the success of the project and lessons learned for future interventions.
  • Data Analysis: Analyze collected data, compare baseline and endline results, and provide insights into the project’s impact
  • Reporting: Develop detailed reports for both surveys, including an executive summary, methodology, findings, conclusions, and recommendations.

Key Deliverables

The consultant(s) will be responsible for the following deliverables:

  1. Inception Report:
    1. Detailed work plan and methodology for baseline and endline surveys o Survey tools, training, software, and data collection instruments
  2. Baseline Survey Report:
    1. Analysis of the initial conditions and key findings o Recommendations for the project based on baseline data
  3. Endline Survey Report:
    1. Comparison of baseline and endline data o Analysis of project impact and outcomes o Recommendations for future programming
  4. Data Sets: Cleaned and organized data sets from both surveys in a format compatible with statistical software.
  5. Presentation of Findings: Presentation of baseline and endline results to DKF and stakeholders.

Timeline (the timeline will be communicated to selected applicant)

The proposed consultancy should be completed within the following timeline:

Consultant Requirements

Consultants interested in this RFQ must meet the following criteria:

  1. Experience:
    1. Proven experience in conducting baseline and endline surveys for development projects, particularly in gender, disability, and social inclusion.
    1. Familiarity with the context of northern Nigeria, specifically Adamawa State, and experience working in similar communities.
  2. Technical Skills:
    1. Strong quantitative and qualitative research skills o Expertise in statistical analysis and survey design
    1. Familiarity with data collection tools such as Kobo collect, Power BI, SPSS, STATA, and other relevant software
  3. Language:
    1. Fluency in English is required. Knowledge of local languages spoken in Michika and Madagali (Hausa, Fulfulde, etc.) is an advantage.
  4. References:
    1. Provide at least [Insert Number] references from previous clients for whom similar work has been done.

Quotation Requirements

Consultants should submit a detailed quotation that includes the following:

  1. Technical Proposal:
    1. Understanding of the assignment o Proposed methodology and approach o Detailed work plan and timeline
  2. Financial Proposal:
    1. Breakdown of consultancy fees, travel costs, and any other expenses o Total cost of conducting the baseline and endline surveys
  3. Consultant Profile:
    1. CVs of the lead consultant and team members o Examples of relevant past work
  4. References:
    1. Contact details for at least two (2) references who can speak to the consultant’s experience and expertise.

Evaluation Criteria

Proposals will be evaluated based on the following criteria:

  1. Technical Competence: Strength and clarity of the proposed methodology and work plan.
  2. Relevant Experience: Demonstrated experience conducting similar surveys.
  3. Cost-Effectiveness: Value for money.
  4. Timeliness: Ability to complete the assignment within the proposed timeline.
  5. Understanding of Context: Knowledge of the local context and challenges in Michika and Madagali LGAs.

Terms and Conditions as per DKF’s Policy

  • Payment terms: Payment will be made within 2 weeks after delivery and acceptance of goods
  • All responses to this RFQ will be treated as confidential.
  • DKF reserves the right to accept or reject any quotations.
  • The selected vendor will enter into a contract with DKF under the terms outlined in this RFQ and any subsequent negotiations.
  • Bidders shall adhere to all the requirements of this RFQ, including any amendments made in writing by DKF. This RFQ is conducted in accordance with the DKF Procurement Policies.
  • Any Bid submitted will be regarded as an offer by the Bidder and does not constitute or imply the acceptance of the Bid by DKF. DKF is under no obligation to award a contract to any Bidder as a result of this RFQ. DKF shall not be responsible for any costs associated with a Supplier’s preparation and submission of a quotation, regardless of the outcome or the manner of conducting the selection process
  • DKF enforces a withholding tax deduction on the total contractual sum. DKF reserves the right to validate documentation accuracy. Inquiries or clarifications on tax matters should be communicated before the RFQ submission deadline. Participation implies vendor agreement to the outlined withholding tax and VAT exemption policies
  • Language in which Quotation will be submitted must be in English.
  • No price variation due to escalation, inflation, fluctuation in exchange rates, or any other market factors shall be accepted at any time during the validity of the quotation after the quotation has been received.
