Background
Pathfinder International’s mission is to ensure that people everywhere have the right and opportunity to live healthy sexual and reproductive lives. Our work focuses on strengthening both community and health systems; we support health systems by improving the capacity of government ministries to deliver high quality sexual and reproductive health (SRH) services, while working to ensure that those services are responsive to the needs of, and accessible to, poor and vulnerable populations.
In the fall of 2023, Nigeria launched HPV vaccination for girls aged 9-14 years to prevent cervical cancer, as the vaccine can potentially prevent more than 90 per cent of HPV-attributable cancers. Pathfinder is providing technical assistance to NPHCDA and the State Primary Health Care Boards in Kano, Kaduna and Lagos through the Enhancing HPV Vaccination Uptake in Nigeria project. Recently, there has been a surge in anti-vaccine videos and social media posts, which have gained significant traction. To this end, there is an urgent need for dissemination of correct information to dispel myths and misconceptions, and stress about the safety of the HPV vaccine.
Assignment Summary
1. Review NPHCDA Website and Social Media Handles:
- Review existing HPV vaccine information available on the website, HPV Vaccine microsite. 2. Content Creation:
- Develop high-quality HPV social media content, including infographics, animations, videos, and pictures (focus on videos).
- Create messaging:
- that addresses the importance of administering the HPV vaccine to young girls and connects this with the issue of early marriage in northern Nigeria.
- around cervical cancer survivor stories
- testimonials from women who have taken the vaccine, and it has not affected their fertility.
- around girls from phase 1 states that have taken the vaccine and have not had any adverse effects
- Utilize Multimedia Elements:
- Use videos and pictures to create engaging and persuasive content. o Include testimonials from trusted community leaders, healthcare professionals, and individuals who have benefited from the HPV vaccine.
- Dissemination and Amplification:
- Strategically share the created content on various social media platforms to maximize reach and impact (Taketheshotnija).
- Monitoring and Reporting:
- Monitor the performance and engagement of the shared content. o Provide regular updates and a final report on the effectiveness of the content and messaging in countering misinformation and improving vaccine uptake.
- Content Posting and Frequency:
- Post content daily on various social media platforms o Produce and post one of the following contents daily:
- 1 video or animation o 2 infographics or images o 1 testimonial or interview clip

Purpose and Objectives
To create and disseminate targeted social media content and messaging to manage and mitigate rumors and misinformation surrounding the HPV vaccine, with a focus on addressing the importance of vaccinating young girls and its linkage to early marriage, especially in northern Nigeria.

Location of Assignment
Abuja
Period of Performance/Duration of Assignment: June 2024 – June 2025
Level of Effort: Based on deliverables.
Positions Available: 1 position (Individual independent contractor and not Company)
Proposal Submission: Vendor is required to submit a costed proposal based on this scope of work. The proposal should include a breakdown of costs for each task and deliverable, timelines for completion, and any additional resources or support required to execute the activities effectively.
Evaluation Criteria:
- Creativity 10%
- Must have a videographer and photographer 15%
- Animation development skill 15%
- Must know how to make infographics using canva, illustrator, UI/UX 20%
- Experience working with the government 20%
- Strong Social Media presence 10%
- Must have a quick turnaround time 10%

Payment Terms
We anticipate entering into a fixed term consultancy contract with the selected candidates.
Terms
Pathfinder reserves the right to cancel this solicitation at any point and is under no obligation to issue a subcontract as a result of this solicitation.
Pathfinder will not reimburse any expenses related to the preparation of any proposal related materials or delivery.

As a part of the RFP process, Pathfinder International may be providing confidential information. Consequently, consultant must complete a Confidentiality/ Non-Disclosure Agreement.
