Terms of Reference (ToR) for contracting the Local consulting organization to conduct health facility assessments on service readiness to provide Fistula prevention and management, FGMC services and Emergency obstetrics services under USAID MOMENTUM Safe Surgery in Family Planning and Obstetrics project in Nigeria

A. Organizational Background:

EngenderHealth is a leading sexual and reproductive health and rights organization working in 15 countries around the world including Nigeria, to achieve gender equality in and through sexual and reproductive health and rights (SRHR). Our programs ensure equity and compensate for historical and social disadvantages that have prevented women and girls from operating on a level playing field. We work through gender-equitable approaches to ensure women and girls can access quality sexual and reproductive health information and services. Ensuring equitable access often means encouraging self-reflection among EngenderHealth staff members, facility-based health providers, community health workers, and the communities in which women and girls live to challenge their own stereotypes and biases and contribute to gender-transformative change. Through our programs, we ensure that the structures and systems that women and girls routinely interact with (health, education, legal, community) are conducive to the empowerment of women and girls.

B. About the Project:

The USAID funded MOMENTUM Safe Surgery in Family Planning and Obstetrics project (“the project”) implemented by EngenderHealth seeks to sustainably support the Government of Nigeria (GoN) in strengthening surgical safety within maternal health (MH), by promoting evidence-based approaches and testing new innovations. Specifically, the project seeks to accelerate reductions in maternal and new-born mortality and morbidity by increasing the capacity of Nigerian institutions and local organizations to introduce, deliver, scale-up, and sustain the use of evidence-base high-quality prevention and treatment of female genital fistula; prevention of female genital mutilation/circumcision (FGM/C); and mitigation of adverse obstetric impacts among women who have experienced FGM/C.

The project applies cross-cutting strategies that prioritize local stakeholders and partners as co-creators, innovators, implementers, owners, and sustainers; use effective clinical team capacity building approaches and technologies; emphasize gender, youth, and social inclusion (GYSI) competency and program integration; leverage public-private partnerships; and measure impact on effective coverage. Recognizing the highly dynamic environments in which health services are delivered, these strategies will emphasize supporting health system resilience and a commitment to agile implementation guided by adaptive management and learning.

The project will work with the Federal Ministry of Health (FMOH) and its state counterparts, as well as Nigerian institutions; civil society, faith-based, and community-based organizations (CSOs, FBOs, and CBOs); and professional associations and other stakeholders, in Bauchi, Kebbi, Sokoto, and Ebonyi states and the Federal Capital Territory (FCT).

Project Goal

To increase awareness of, equal access to and quality of informed, voluntary and consented safe surgical care for caesarean delivery, prevention and treatment of obstetric and iatrogenic fistula, peripartum hysterectomy and voluntary uptake of LARC/PMs.

C. Project Geographies:

The project will be implemented in five key locations: FCT, Ebonyi, Bauchi, Sokoto and Kebbi.

Specific Local Government Councils and health facilities will be selected for the proposed intervention in consultation with state governments based on set criteria and needs of respective states.

D. Specific Task Requirements for implementing agency to provide services:

We are looking for a local consulting organization to facilitate a health facility assessment process in selected health facilities across the FCT and four states of Kebbi, Sokoto, Ebonyi and Bauchi states.

E. Scope of Work:

The project seeks to improve service readiness of health facilities at secondary and primary health care level to provide quality MNCH/FP/RH interventions in public and private sectors, including emergency care. In order to do this, it is critical the project understands the current service availability and readiness of targeted health facilities in the focal states to guide decision making, resource allocation, advocacy and collaboration and provide a baseline for measurement of improvement over time.

The assessment will take place in selected health facilities in each of the 5 project locations: Federal Capital Territory (FCT), Sokoto, Kebbi, Bauchi and Ebonyi states.

The facilities will include:

  1. Secondary health facilities – 30
  2. Private medical facilities – 20
