ABOUT THE UKAMILI PROJECT

The Ukamili Capacity Building Project is a three-month initiative led by AfriLabs to strengthen the institutional and operational capacity of Ukamili Digital City and its network of 10 innovation hubs across the Democratic Republic of Congo (DRC). The project is informed by a comprehensive needs assessment and aims to establish a robust governance structure, improve programme delivery, and foster long-term sustainability across the Ukamili ecosystem.

The Ukamili Capacity Building Project, led by AfriLabs, aims to strengthen Ukamili Digital City and its network of 10 community hubs in the DRC. Based on insights from a comprehensive needs assessment, the project seeks to establish a tailored organizational structure and long-term capacity-building strategy that enhances sustainability, program delivery, and governance.

OBJECTIVE

To design and support the execution of a customized capacity-building framework for Ukamili that addresses operational gaps, aligns with strategic goals (2025–2030), and integrates relevant training modules from the AfriLabs Academy.

SCOPE OF WORK

The Capacity Building Expert will:

  • Review the existing needs assessment report as a source of data for the Capacity Building Plan
  • Develop a Capacity Building Plan (CBP) including and not limited to training and mentoring tailored to Ukamili’s structure, goals and sustainability.
  • Define learning priorities, training pathways, and resource needs
  • Collaborate with AfriLabs and Ukamili teams in co-creation sessions

EXPECTED DELIVERABLES

  • A Capacity Building Plan based on assessment insights with strategic objectives, KPIs, and timeline and recommendations for long-term institutional growth

RENUMERATION & PAYMENT TERMS

  • Renumeration Range ($1,200- $1,400)
  • Payment will be made in full (100%) upon satisfactory completion and delivery of services and will be subject to the applicable tax deduction.
  • For Nigerian Applicants, renumeration will be made at the prevailing bank rate.
  • Deliverables will be Hybrid (Either Physical or Remote)

TENTATIVE EXPECTED TIME COMMITMENT

August 13 – September 30, 2025

REQUIRED QUALIFICATIONS

  • Minimum of a bachelor’s degree in organizational development, Public Policy, Business Administration, or a related field
  • A master’s degree is preferred
  • Minimum 5 years of relevant experience in capacity building, organizational strategy, or ecosystem development
  • Prior experience working with innovation hubs, ESOs, or development programs in Africa
  • Strong facilitation, writing, and advisory skills
  • Fluency in both English and French is mandatory

EVALUATION CRITERIA

Evaluation of each applicant will be based on the following:

Technical Proposal (65%)

  • Submission of the requested documents as outlined in the method of application for each category
  • Proof of required qualification and expertise
  • Proof of work done in relation to the requested scope

Financial Proposal (35%)

  • Financial proposal should be submitted in USD and kindly indicate if the amount proposed is negotiable or not.
  • Validity of the financial proposal should be minimum of 6 months.
