Chemonics seeks a rehabilitation fund manager for the USAID Lagos Urban Water, Sanitation, and Hygiene Activity (LUWASH) in Nigeria. LUWASH will increase the availability, quality and use of safe water and sanitation services and improve the governance and sustainable management of associated sector institutions in Lagos, Nigeria. Through an integrated, market-based approach, LUWASH will work across the value chain of WASH services to bolster supply and manage demand within a strengthened framework of sector governance, financing, and regulated services. The activity aims to catalyze sector transformation and generate WASH service improvements for at least 4 million people in low-income communities and build a foundation for continued progress beyond LUWASH.

A central component of the LUWASH Activity is a rehabilitation fund to strengthen and expand WASH services, particularly for vulnerable and marginalized communities. This fund will support key rehabilitation of WASH infrastructure, metering, customer enumeration, developing new water infrastructure, and other necessary activities to improve the sustainability of the public utilities.

The Rehabilitation Fund Manager will lead the operational and technical procurement processes for LUWASH and will assist the component lead in assisting with the overall management, planning, budgeting, and implementation of the Rehabilitation Fund. S/he will lead the solicitation, selection, and negotiation process with all vendors and will ensure that all procurements comply with USAID rules and regulations, Chemonics policies and procedures, and local or U.S. government laws. S/he will assist with developing criteria for the procurement of goods and services throughout the life of the project. S/he will work with private sector actors, government counterparts, and occasionally USAID to ensure that the Rehabilitation Fund plan and activities are properly executed in line with the goals of the project.

Responsibilities include:

  • Prepare RFPs, RFQs, vendor selection, tenders, purchase orders, and negotiation of awards for services and commodities, as well as maintaining the project’s inventory and inventory disposition procedures
  • Prepare solicitations and requests for proposals/quotations to obtain bids or work directly with local vendors to obtain quotations and initiate procurements.
  • Ensure that procurement activities are carried out in accordance with contractual requirements, including contract-related regulatory requirements and procurement regulatory requirements
  • Coordinate bid evaluation and prepare summary reports for review and approval
  • Track Procurement Action Requests (PAR) and Purchase Orders (PO) at all stages, and updates LUWASH’s procurement trackers regularly
  • Monitor contracts and purchase orders issued to vendors and follow-up as necessary to ensure compliance with terms and conditions.
  • Maintain the overall integrity of the procurement filing system by ensuring that appropriate documentation is included in each procurement file
  • Maintain the project’s inventory and tracking system, including regular updates to the vendor database with the objective of promoting a more transparent and competitive procurement process
  • Assist the project to provide training to project staff on procurement policies and procedures
  • Monitor and track incoming shipments and collect incoming shipment documentation from vendors and donors
  • Liase with finance and operations team to ensure that planned activities are feasible and in line with capabilities
  • Establish and maintain relationships with private sector partners, including investors and Small to Medium size water services providers
  • Assist component lead in developing investment prospectuses for attracting institutional capital
  • Assist with advising governmental counterparts on proper execution of WASH infrastructure improvement projects
  • Assist Component lead in development and management of a rigorous rehabilitation fund plan to guide efforts to support the rehabilitation of critical infrastructure to improve availability and access to water

Qualifications:

  • Bachelor’s degree or equivalent experience in business, management, or other relevant fields
  • Minimum of six (6) years of demonstrated experience in negotiating, managing, and closing local procurements
  • Demonstrable knowledge of USAID rules and regulations surrounding procurements
  • Experience evaluating proposals, awarding, and managing procurements for USAID projects
  • Strong interpersonal skills and ability to work with culturally diverse staff
  • Knowledge of Nigeria operating environment strongly preferred
  • Ability to plan and develop a cohesive budget/forecast required
  • Demonstrated experience development investment prospectuses strongly preferred
  • Strong network of institutional and private sector investors, and knowledge of small to medium size WASH implementers preferred. Please include examples in your cover letter
