Presentation of the Red Cross
Based in the South Pacific Ocean Regional Response Platform (PIROPS) based in Noumea, the/the incumbent of the position will represent the Directorate of International Operations (DOI) with fifteen National Societies (SN) – Australia, Australia, New Zealand included – and all international bodies in the area.
If the activities carried out on behalf of the FIU from Suva (Fiji) by the International Federation of Red Cross and Red Crescent Societies (IFRC), including the World First Aid Reference Centre (WCMRPS), which will cover all the SNs in the area, the bilateral ones of the CRF will concern five priority SNs (Fiji, Tuvalu, Samoa, etc, Vanuatu and Salomon), the last two being privileged for historical and strategic reasons.
The PIROPS team in Noumea consists of employees of the DOI (Regional Representative and RCMP Coordinator) and employees of the DTNC (PGI Coordinator, Support Services Manager, etc, Accountant – RAF and Training Manager).
The Regional Representative will have as a general objective to allow DOI to resettle in the Pacific after the closure of the PIROPS at the end of 2013 and then the Solomon and Vanuatu Delegations in 2018, while phase 2 of the AFD-funded 3 Oceans project ends in 2023 and a new phase (phase 3) is under development and is expected to start in early 2024.
As such, the Regional Representative is assigned three specific objectives :
– Set up the PIROPS device in its new version in collaboration with the DTNC
– Ensure the proper implementation of phase 3 of the « 3 Oceans » project, planned from 2024 to 2026, by the close support granted to the Disaster Risk Management Coordinator ( GRC ) appointed
– Secure the financing of sufficient programming beyond the « 3 Oceans » project in order to perpetuate the CRF’s Disaster Risk Management activities in the South Pacific
Post
Mandate # 1: Represent the FIU in order to develop partnerships
– Represent the FIU with partners Red Cross Movement in the area, regional bodies, UN agencies, technical and financial partners, national authorities, armed forces ( FANC ), other humanitarian, civil society, and media actors in the area for all RCMP issues
– Explain to the various actors the specificity of the CR / CR Movement and the CRF in particular, its role and its actions internationally
– Maintain regular and good quality relations with the other bodies of the CR-CR Movement present in Suva ( Fiji ) as with the Australian and New Zealand NS
Mandate # 2: Pilot the CRF intervention strategy in the area and seek the financial means of implementation
– Take care of the geopolitical and humanitarian situation in the region
– Analyze the structuring of the actors present and their response capacities
– Continue to identify the strategic priorities on which the FIU should position itself and animate continuous prospective reflection with the headquarters of the FIU
– Analyze donor strategies and identify funding opportunities
– Produce all the documentation for « Multi-annual Operational Programming » for the South Pacific
Mandate # 3: Supervise programs and direct PIROPS
– Ensure the proper functioning of the PIROPS in full coordination with the Territorial Director in NC and the President of the DTNC for the management of RCMP personnel and activities in the territory Neo-Caledonian
– Support the management of humanitarian emergencies in the New Caledonian territory as well as in the area (in field deployment or rear post depending)
– Support the RCMP Coordinator in the management of the program « 3 Oceans »
– Assist any additional Project Coordinator
– Set up a SERA system and measure the impact of our actions
– Draw up budgets with the support of the support services coordinator and the accountant (RAF)
– To respond to requests for internal control and audit and to implement the recommendations
– Ensure that the teams comply with the rules of management of the FIU internationally, such as contractual commitments
Mandate #4 : Ensure effective management of employees under his responsibility
– Participate in the recruitment process of employees
– Organize the tasks within the team: holding regular meetings, assigning clear objectives and deadlines, follow-up and support with the HR/administrative team of the PIROPS
– Supervise the missions and activities delegated to its employees
– Keep the job profiles of your team up to date and evolve the organization if necessary
– Establish the individual action plans (IPAs) with its employees and conduct the planned evaluations
– Ensure regular individual coaching, offer additional training if necessary
– Organize team building activities
– Ensure that employees comply with the rules of safety and ethics (PEAS)
– Ensure the well-being of the work of its employees and prevent occupational risks
– Organize the dissemination of institutional information ( DOI / DTNC ) to its employees

Regular missions in the area will be necessary, primarily to the five National Companies with which privileged bilateral relations must be established.
PIROPS is anchored in New Caledonian territory, where the CRF is present at the national level via an Institutions Directorate and a Delegation for voluntary activities, is a specific element to be taken into account for the successful redeployment of RCMP activities on zone, and more specifically those concerning this territory registered within the project « 3 Oceans »
The supervision of the activities delegated to the IFRC and National Societies is a specific feature of the position.
Mobilization during humanitarian emergencies in the area is required
Evening and weekend work is possible during volunteer activities (training of neo-Caledonian emergency response teams for example) or in the event of a disaster in the area
Qualifications
3rd cycle of political science, international relations or project engineering
Otherwise, significant relevant professional experience (civil security, crisis management, diplomacy..).
