WHAT WE DO …

The hulo Cooperative is a Humanitarian Logistics Cooperative created in June 2021 by 9 humanitarian organizations : ACTED, Action contre la Faim (ACF), the French Red Cross (CRF), Handicap International / Humanity and Inclusion (HI), Doctors of the World (MDM), Oxfam Intermon, Plan International, First International Emergency (PUI), and International Solidarity (SI).

Its aim is to increase the impact of humanitarian aid by strengthening links and solidarity between humanitarian logistics actors and by improving performance through pooling resources and expertise in logistics and supply chain.

Hulo is already present in 5 countries: Burkina Faso, Central Africa and the Democratic Republic of Congo, Lebanon and Jordan (for the Syrian crisis). Field activities are made up of shared purchases, shared human resources,’a web platform for pooling resources, and shared environmental initiatives’. These initiatives save time and money, improve the quality of goods and services provided, and thus provide more effective assistance to those who need it most.

SOLIDARITY INTERNATIONAL (SI)is an international humanitarian aid association which, for more than 40 years, has provided assistance to populations victims of armed conflict and natural disasters by meeting basic needs, drinking, eating, sheltering. Particularly engaged in the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements, through its interventions, expertise in the field of access to drinking water, sanitation and the promotion of hygiene, but also in that, essential, food security and livelihood. Present in more than 20 countries, the SI teams, 2,500 people in total, made up of expatriates, national staff, headquarters staff, some volunteers…- intervene with professionalism and commitment in respecting cultures.

DESCRIPTION OF THE OFFER

General objective :

The mission of the’Adjoint.e Coordinator Country (H/F) of the Hulo Cooperative is twofold :

  • He/she will be in charge of the implementation of the shared initiatives in the country in close collaboration with the Country Coordinator.
  • He/she will therefore have to, on an ongoing basis, animate, structure and guarantee the involvement of the organisations participating in each mutualised initiative.

In addition, he/she may be asked/e to support the Country Coordinator in certain representation activities.

Specific challenges and challenges :

Responsibilities and main activities :

  • Mission 1 : Implementation of the mutualization initiatives (including the initiatives of’achats and’ calls for shared offers) with the organizations present in the country
    • Propose an implementation plan for each pooling initiative including :
    • Compilation of needs
    • Theoretical implementation planning
    • Obtaining formal agreement from each participant
    • Drafting of all the documents necessary for each stage of the mutual initiative ( calls for tenders or other )
    • Relaunch management and monitoring of the progress of each initiative
    • Update of indicators
    • Organize, facilitate and document meetings with participants.
  • Mission 2 : Reporting / Capitalization
    • Ensure the good documentary quality of the shared initiatives carried out :
    • Documentation of each stage of each shared initiative
    • Drafting of the minutes of each meeting

In connection with the Country Coordinator and the Business Analysis and Reporting department ( BAR ), ensure the collection and processing of data from member organizations of the Cooperative.

Priority the first 2-3 months :

Continue the JI launched and start the others in accordance with the 2024 roadmap.

YOUR PROFILE

Diploma required :

  • Academic level BAC+ 3 minimum
  • Humanitarian Specialization is a plus.

Experience :

  • A first experience in the humanitarian sector
  • First experience in an equivalent position

Technical and transversal skills :

  • Good understanding of the challenges of humanitarian supply chain management’.
  • Knowledge of’achats procedures of humanitarian organizations
  • Knowledge of humanitarian standards of accountability and good practices
  • Know how to lead workshops
  • Good editorial sense

Language : French

IF YOU WILL OFFER THE FOLLOWING CONDITIONS

An employee position : According to experience, from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and one Per Diem monthly of FCFA 480 200.

SI also covers accommodation and travel costs between the expatriate’s country of origin and the place of employment.

Breaks : During the mission, a system of alternation between work and leave is set up at the rate of 7 working days every three months (with USD 850 allocated by Solidarity International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage : Expatriates benefit from insurance which reimburses all health costs ( including medical and surgical costs, dental and eye care, repatriation ) and a pension system including war risks. The necessary vaccination and malaria treatment costs are reimbursed.

LIVING CONDITIONS :

  • Individual and comfortable room in the guest house, with electricity 24 hours a day and 7 days a week.
  • Internet and telephone network available
  • Restaurants and international food available

Restaurant & social life: Living conditions in BANGUI are very good with easy access to a wide range of restaurants, cafes…

Security risks are low and restrictions are very limited.
However, when you go to basics, living conditions are more basic, with fewer socialization opportunities, as well as restrictions on individual movements. Safety levels vary depending on different geographic locations and changes in context.
