Concern for Women and Children Development Foundation (COWACDI) is a women-led organization born out of a passion for the well-being of Women and Children in Nigeria. It has a special interest in mitigating the suffering of vulnerable persons (mostly Women & Children) in times of crisis. Currently, the organization has focused its attention on the North East of Nigeria with special emphasis in Borno, Yobe and Adamawa states (the BAY states) due to the decade-old crises. COWACDI intervenes through a community-based approach in addressing Gender-Based Violence prevention and response programs, Child protection, and peace-building and empowerment programs. COWACDI operates with full respect for humanitarian law and works with concrete policies and principles of international standards such as humanity, impartiality, neutrality and independence and accountability to the affected population.

Organization Overview
Concern for Women and Children Development Foundation (COWACDI) is a woman- led organization born out of passion for the wellbeing of Women and Children in Nigeria. Background
COWACDI in partnership with The International Organization for Migration (IOM) is implementing a Community-Based Reintegration Activities in Yusufari LGA of Yobe State, which aims to contribute to facilitating orderly, safe, regular, and rightsbased migration through the facilitation of dignified voluntary return and the implementation of sustainable reintegration.
Reintegration can be considered sustainable when returnees have reached levels of economic self-sufficiency, social stability within their communities, and psychosocial well-being that allow them to cope with (re)migration drivers. Beyond individual interventions, the program targets host communities, and communities of return to enhance reintegration of migrant returnees and social cohesion. Communities with strong social networks and access to resources can provide support and protection to returnees and themselves benefit from the reintegration process. But when communities are unable to provide these networks and resources, the experience of return can constitute a risk factor for the community and the returnees. Most of the time, returnees return to communities where the same challenges that led to their decision to migrate irregularly still exist. It is envisaged that the implementation of Community-Based Reintegration Activities will contribute to mitigate some of the drivers of irregular migration and ease the pressure off potential migrants and make migration a matter of choice rather than necessity. Community-Based Reintegration Activities as a project is also important to enable communities to better accept, support and include returnees for sustainable reintegration.
The project provides Community-Based Reintegration (CBR) support which aims at involving returning
Migrants in income-generating activities within their home communities to promote inclusive local development while also reducing the socioeconomic challenges in the areas and the impact of return migration
on the prioritized receiving communities. COWACDI would like to engage the services of a qualified and interested consultant to support the implementation of this program;

Job Description:
The Project Officer (PO) is required to provide a full range of project management support for Community-Based Reintegration (CBR) activities, including:
- Support to plan, design and deliver project activities in accordance with the COWACDI SOPs.
- Facilitate and support assessment activities.
- Ensure short-term contracts are managed in accordance with their terms of reference.
- Monitor activity and budget implementation in target location of Yusufari Yobe state
- Develop and maintain a sound network of government and other stakeholder counterparts • Actively contribute to engagement area reporting systems
- Provide technical support in project implementation.
- Undertake a range of administrative duties and tasks that may reflect substantial variety and complexity
- Undertake a record keeping system and ensure it is in line with COWACDI’s record management guidelines
- Support other Community-Based Reintegration (CBR) activities under this project, and represent the Community-Based Reintegration (CBR) in the COWACDI fortnightly staff meeting
- Provide support to COWACDI’s Monitoring and Evaluation (M&E) team with activity tracking and monitoring, data collection, database administration, and M&E-related coordination with counterparts, as required.
Specific Requirements:
- 2-3years work experience in a Humanitarian field and North East conflict context is required.
- Written and spoken fluency in English is required

Qualifications Required:
- A minimum BSc/HND in Project Management or related field is required.
Skills / Technical Skills and Knowledge:
- Excellent documentation and reporting skills are required, especially Knowledge of principles, procedures, and techniques.
- Thorough familiarity with word processing, spreadsheet, and project scheduling computer applications
- Ability to work effectively as a team member and independently,
- Ability to manage multiple priorities under pressure, trouble-shoot, and to meet short- and long-term deadlines
- Demonstrated experience in budget and financial management
- Excellent written and verbal communication skills
- Excellent critical and creative thinking and analytical skills
- Experience in program administration, operating procedures, oversight and monitoring
- Ability to work with database applications
- Knowledge of project funding procedures and guidelines
- Multi-tasking with a positive attitude is required.
- Highly developed verbal communication and interpersonal skills are required
- Flexibility and ability to work in busy environment.
- Demonstrated ability to maintain confidentiality
Language Requirements:
- Excellent knowledge of English, Hausa. Knowledge of Kanuri language is an additional Advantage.
