Cooperazione Internazionale is an Italian humanitarian non-governmental organization founded in Milan in 1965. COOPI aims to help the world’s poorest to improve their access to healthcare, food, and financial security, and to overcome their special vulnerability to wars, civil conflicts and natural disasters. For 50 years of long-term support and constant presence in the field, COOPI has been engaged in breaking the cycle of poverty and responding to specific emergencies in numerous sectors, including Food Security, Humanitarian Aid, Health, Socio-Economical Services, Water and Sanitation, Human Rights, Education and Training, Migrations and Sustainable Energy.

We are recruiting to fill the position below:

Job Title: Project Manager – NHF Early Recovery

Location: Gashua, Bade LGA, Yobe
Employment Type: Full-time

Overall Responsibilities

  • The Project Manager will be responsible for the overall activities’ including planning, execution and reporting of the projects he/she is directly assigned to, and of the supervision of all the other projects and of the Field Base office logistics, HR, financial and overall functioning.
  • The project’s activities are implemented in Yunusari and Geidam LGAs, targeting children IDP and host communities of those target LGAs in Yobe state.
  • The project includes identification and selection of beneficiaries and their engagement in project activities including linkage developments with various stakeholders and capacity building of local CSO, government and community stakeholders.

Main Responsibilities and Tasks
Under the overall supervision of the Head of Mission and in collaboration with the other collaborators of the projects and Head of the Base, He/She will:

  • Designs the detailed work plan in line with the project guidelines and description, guaranteeing the smooth implementation of all the activities on-time, on-quality and on-budget;
  • Leads the effective implementation of the project with National NGO, ensuring clear communication and reporting relationships between COOPI and external partners, including the donor.
  • Ensures cross departmental coordination including consortium partners’ components such as nutrition, Education and protection.
  • In cooperation and synergy with the project staff, plans and monitors the activities’ progress, in compliance with the contract signed with the donor, with donor’s and COOPI’s procedures, and with the specific Project Structure and Reporting Lines definition, making use of the financial instruments provided by the organization;
  • In collaboration with the Administrative Assistant, the Country Administrator and the Logistics team, plans and monitors the expenditures in line with the project’s implementation needs;
  • In cooperation with the Program Coordinator, finalizes the data provided by the Project team, supports the preparation, in compliance with the deadlines, of the narrative reports expected by the donors and by the partners;
  • Coordinates the overall project: supervises the overall effectiveness and efficiency of the staff; monitors the accuracy and efficiency of the project activities.
  • Represents COOPI with the local / State authorities and partners (SEMA, MSWSD, MYASD, NGOs and UN agencies at local level ERL Working Group meetings);
  • In collaboration with the Program Coordinator, prepares all the formal communication and contract modification requests (ex. budget modification) of the project;
  • Manages the goods purchased for the project; for all goods purchased by the project, support updates of the inventory and guarantee the respect of the policies and guidelines, in cooperation with the Logistics Office;
  • In collaboration with the Program Coordinator / Head of the Base and in synergy with the specific reporting lines of the projects, promotes and manages relations with the local government institutions, NGOs, and other local partners available in the area;
  • Executes any other task necessary to good and timely completion of the projects, identified in mutual agreement.
  • In coordination with the Country Administrator, supports in hiring of new staff directly related to the project and conducts staff appraisals Upholds COOPI’s mission and Charter of Values;
  • Follows and enforces all COOPI codes of conduct and policies (globally and in-country);
  • Ensure the security and safety of staff, beneficiaries and other interest groups in close collaboration with COOPI’s safety and security officer.
  • Performs any other duties as requested by the supervisor.
  • These ToR’s are not inclusive and may be modified by the supervisor in the best interest of the project including but not limited to the planning, implementation, coordination and reporting aspects.

Skills and Competencies (Education, Training, Competences, Skills)
Minimum Requirements:

  • Degree / Diploma or Post-graduate Degree in Accountancy, Social Science courses, Business Management, Business Administration, Public Administration, or related subject, with previous experience working in humanitarian projects.
  • And evidence of NYSC discharge certificate, with previous experience working in developmental and emergency projects especially in NGO / INGO or financialw3 sector.

Desired Competencies / Skills:
Essential:

  • 2-5 years project management and MEAL related work experience with an International NGO
  • Experience in data collection, budgeting, MEAL , collation and archiving
  • Work related skills : good knowledge of cash management, daily administration tasks, logistics and procurement tasks
  • Fluency in English and local languages.
  • Ability to plan and organize work and write clear and concise reports and communicate effectively (both in writing and verbally)
  • Proven ability to prioritize tasks and meet deadlines – Excellent communication skills.
  • Proven commitment to accountability
  • Excellent computer skills with proficiency in MS excel.
  • Strong analysis skills (qualitative and qualitative)
  • Excellent interpersonal skills, written and verbal communications
  • Strong cultural awareness and sensitivity
  • Good understanding of complex emergencies and crisis contexts
  • Demonstrated skills in management, teamwork, negotiation and consensus-building

Preferred:

  • Excellent knowledge of English, with fair understanding in Hausa.
  • Willing and able to be based and travel regularly within remote areas, where services are limited.
