The Organization
CEFA (European Committee for Training and Agriculture) is an Italian Non-Governmental Organization established in 1972 and active in 10 countries in Africa, Latin America and Eastern Europe. CEFA’s medium and long-term interventions in the agricultural, environmental and Human Rights sectors are focused on the sustainable development of communities, achieved through the involvement of local partners and the promotion of active participation of beneficiaries.
Project Summary
CEFA coordinates the implementation of the Kujenga Amani project. Building Peace on the Swahili Coast, co-financed by the European Union, and carried out in the coastal and border areas of Kenya, Tanzania and Mozambique. In Mozambique, the areas of implementation will be the districts of Pemba, Metuge, Mecufi and Chiure. The overall objective of the action is to empower and mobilise young women and men in the coastal area of Kenya, Mozambique and Tanzania as key actors in peacebuilding and dialogue processes. The specific objectives are: a) to strengthen the resilience of Swahili Coast communities to prevent and combat violence and conflict through the dissemination of positive narratives and opportunities for dialogue and exchange; and; e b) promote the leadership, agency and socio-political inclusion of young men and women in the regions of the Swahili coast,as agents of change in promoting peace-building processes and preventing identity-based violence.
General Objectives and Responsibilities:
Under the supervision of the Project Manager and in collaboration with the Local Coordinator, the PCM Officer will) take care of the organization and implementation of training sessions for local CSOs with the aim of strengthening their operational and technical capabilities, including, e b) carry out the necessary monitoring activities, providing essential technical assistance to subsidized CSOs throughout the implementation of small-scale projects.
The PCM Officer is expected to ensure compliance and comply with all Donor regulations and CEFA internal policies and procedures.
The main work headquarters will be in Pemba, with frequent missions in the target districts of the project (Metuge, Mecufi and Chiure).
Main tasks:
Supervision of the MEAL processes of the Kujenga Amani project
- Contributes to the design of design analyzes, basic studies, intermediate and final.
- Develops and reviews the MEAL plan, data collection tools, monitoring, learning and evaluation tools ( including questionnaires, report formats and models ).
- Leads data collection, analysis and periodic reports according to the Logico Board.
- Performs analyzes of Lessons Learned for continuous improvement, organizes routine monitoring of the project and implements data quality control processes.
- Guides project partners and program teams based on monitoring results.
- Documents case studies and success stories for the project components.
Strengthening CSO Capabilities
- It is responsible for the development of the modules to be used during the training program for the selected CSOs, with the aim of improving their technical, operational and implementation capabilities (covering internal governance, transparency/responsibility standards, results-based Project Cycle management, MEAL, proposal design and resource mobilization.).
- It is responsible for organizing and facilitating the capacity-building component of CSOs, both through training sessions and by providing ongoing technical assistance to sub-dealers;
- Performs frequent monitoring missions to identify any challenge and need for assistance, and to provide follow-up services and technical assistance to beneficiaries on project cycle management issues (including individualized assistance, technical support and grant management sessions, and, monitoring field activities);
- Contributes to the review and improvement of CSO policies, structures and procedures with a focus on innovation for efficiency, effectiveness and risk management.
Supervision and Monitoring of Small-Scale Projects
- In coordination with the Local Coordinator and the Project Manager, it develops a restricted Contest for submission of proposals and actively participates in the selection of CSOs to be subsidized.
- Contributes to the development and continuous adaptation of MEAL and Responsibility and Learning tools for monitoring and evaluation of small-scale projects;
- It is responsible for the overall supervision of the development, implementation and evaluation of small-scale projects implemented by CSOs subsidised under the Kujenga Amani project; it monitors and analyses the development and implementation of programmes/projects.
- Review relevant documents and reports of small-scale projects under the Kujenga Amani programme; identify problems and issues to be addressed and propose corrective actions; coordinate with relevant parties; and; identifies and monitors follow-up actions.
- It contributes to policy development, which involves reviewing and analyzing issues and trends, preparing impact assessment or similar studies, among other activities.
- Prepares various written results of small-scale projects, such as drafts of reference documents, analyses, sections of reports and studies, contributions to publications, etc.
- Performs other related tasks as needed.
Qualifications, Skills and Experience
Mandatory Requirements
- Being a Mozambican citizen
- Previous work experience (at least 4 years) in a similar position with local/international organisations, government and humanitarian sector;
- Previous experience in small-scale project grant coordination;
- Previous experience in providing technical assistance and training;
- Previous experience in strengthening the skills/capabilities of beneficiaries of small-scale projects in the context of peacebuilding;
- Excellent communication and group facilitation skills;
- Degree in project management, community development, economics, social sciences or related fields;
- Excellent communication skills (written and oral) and reporting skills in English;
- Excellent computer skills, MS Office, social media management;
- Leadership skills, networking skills, relationship capacity with government, local authorities, private sector, donors and civil society;
- Organizational skills and ability to effectively manage multiple tasks;
- Ability to manage and monitor complex budgets;
- Skills in MEAL, reporting, results-based project management;
- Adherence to and demonstration of NGO values, including integrity, honesty, professionalism, transparency, non-discrimination, inclusion and respect for diversity, as well as cultural, gender, religious, racial, cultural sensitivity, nationality and age.
Preferential Requirements
- Experience in peace-building, identity-based violence prevention, human rights, mentoring, capacity building and grants to CSOs/NGOs;
- Previous experience in the target areas and with the target groups;
- Communication skills (written and oral) and reporting skills in English;
