Job Title: Programs Coordinator – Procurement Governance
Reports To: CEO
Location: Abuja, Nigeria (with frequent travel Locally and Internationally)

Job Purpose
To coordinate and support PPDC’s procurement governance programs aimed at enhancing transparency, efficiency, accountability, and value for money in Nigeria’s public procurement system. The role leads the field implementation of procurement monitoring, capacity-building, civic tech deployment (e.g. Budeshi platform), stakeholder engagement, data analysis, and advocacy toward systemic reform.
Key Responsibilities
Program Implementation & Coordination
- Coordinate procurement monitoring projects across states and sectors, especially in collaboration with local CSOs and citizen monitors using Budeshi
- Lead day-to-day implementation of open contracting and procurement governance initiatives, including FOI ranking, disclosure compliance and civic audits
Data & Tech Platform Management
- Oversee procurement data analysis and visualization via PPDC’s Budeshi platform, ensuring alignment with Open Contracting Data Standard (OCDS) practices
- Collaborate with partners (e.g., Devon Technologies) to optimize usability, outreach, and data integrity across states
Capacity Building & Stakeholder Training
- Design and deliver workshops for procurement regulators, CSOs, journalists, and civic monitors on open contracting, procurement legislation, and monitoring tools.
- Build the capacity of grassroots organizations receiving PPDC mini-grants to collect data and monitor public procurement processes effectively
Policy, Advocacy & Reform
- Develop advocacy materials, policy briefs, and recommendations on procurement law reform and fiscal transparency.
- Lead stakeholder dialogues and multi-stakeholder forums involving procurement regulators, media, CSOs, and donor agencies.
- Monitor reform progress at federal and state levels, and document gaps in legal compliance or governance.
Monitoring & Evaluation; Reporting
- Track implementation progress using defined indicators (e.g. number of disclosed contracts, FOI compliance ranking, procurement irregularities identified).
- Produce high-quality reports, case studies, and civic audit summaries to support evidence-based advocacy.
- Document success stories and program impact for internal and external audiences, including donors and the general public.
Donor & Partner Engagement
- Support proposal development and donor reporting related to procurement governance, transparency, and open contracting.
- Engage with development partners on public finance reform agendas, showcasing PPDC’s work via Budeshi and grassroots monitoring
Coordination & Administration
- Provide field coordination, logistical oversight, and communication with state-based teams, CSOs, media, and regulatory bodies.
- Assist in tracking program budgets, grant disbursements, and adherence to donor and PPDC compliance requirements.
Qualifications & Experience
- Bachelor’s degree in Public Administration, Economics, Law, Social Sciences, or related field; Master’s preferred.
- At least 3-5 years of experience in procurement monitoring, fiscal governance, transparency advocacy or related areas.
- Familiarity with Open Contracting Data Standards (OCDS) and civic tech tools such as Budeshi is an advantage.
- Experience working with CSOs, government procurement agencies, media, and citizen monitoring initiatives.
Skills & Competencies
- Deep understanding of public procurement systems and regulatory frameworks in Nigeria.
- Strong data analysis, visualization, and reporting skills.
- Excellent stakeholder engagement, facilitation, and capacity-building abilities.
- Ability to manage field operations and multi-stakeholder partnerships.
- Excellent oral and written communication, including policy advocacy tools.
- Experience working in donor-funded environments and public finance reform context.
Work Environment
- Abuja-based role with frequent travel to partner states for field monitoring, training and stakeholder engagement.
- Collaborates closely with PPDC’s teams in Procurement Governance, Civic Tech, Communications and Resource Mobilisation.
- Engages with diverse stakeholders, including procurement agencies, CSOs, media partners, and donor representatives.
